Abstract

The purpose of the study is to gather the opinions of stakeholders on the Türkiye health financing system and to formulate recommendations based on these perspectives. To achieve this aim, a qualitative research design is adopted. Semi-structured interviews are conducted with stakeholders playing roles in the sector, and the obtained data are subjected to content analysis using the NVivo software. As a result of the analysis, three main themes and 22 categories emerge: 'strengths,' 'weaknesses,' and 'areas for improvement'. The most frequently mentioned strengths of the Türkiye health financing system are access and equity. The categories of payment methods and sustainability are highlighted under the weaknesses theme, discussing their disadvantages to the system. Under the areas for improvement theme, recommendations for enhancing the financing system are presented. The most emphasized categories included increasing the amount of funds collected, improving public awareness, and adjusting reimbursement methods. The study concludes that, in order to strengthen the financing system, it is essential to increase co-payments and premiums, improve the referral chain, emphasize the importance of domestic production of biomedical products, and raise public awareness about the appropriate use of health services.
