Özet

Osmanlı İmparatorluğu'nda II. Meşrutiyet döneminde İttihat ve Terakki Cemiyeti, tüm ülkede ortak bir eğitim sistemi uygulamaya ve imparatorluktaki müslüman olmayan vatandaşların okulları üzerinde :devlet denetimi kurmaya çalışmıştır. Buna karşın Osmanlı impartorluğu'ndaki müslüman olmayan milletler, özellikle Rumlar, eğitim alanındaki geleneksel ayrıcalıklarını savunarak İttihat ve Terakki Cemiyeti'nin politikalarına karşı çıkmışlardır.
