Abstract
With the addition of the Khasseki Sultan’s Waqf, which constituted an important link in the Ottoman waqf-imâret chain, to the existing imârets in Mecca, Medina and Hebron, cities that stood out with their sanctity in Islamic states and societies for centuries, the poor and needy were fed in the four holy cities of Muslims. In addition to the poor and needy, various segments of society, including waqf employees, Sufis, pilgrims and travelers, were able to eat in these imârets, which also functioned as pilgrimage imârets. Controlled by the Ottoman central administration, the complexes of which these imārets were a part were large and influential regional economic institutions with significant purchasing power. These complexes were also powerful instruments for pursuing various state policies, such as maintaining infrastructure and investments, job creation and poverty alleviation. This study aims to introduce the Atîk Hazîne registers, which were part of a bureaucratic mechanism that enabled the Ottoman central administration to exercise strict control over the administration of waqfs through appointments. The study, which consists of two parts, first analyzes the Atîk Hazîne registers in terms of their general characteristics. In the second part, the Khasseki Sultan Waqf is briefly introduced in terms of the existing studies in the literature and the conditions regarding the administration and officials recorded in the waqfiyya. Afterwards, the Atîk Hazîne registers numbered 523 and 524, which contain data from the years 1099-1255/1687-1840, are analyzed. Then, the change in the management and employment volume of a charitable sultan’s waqf in Ottoman Jerusalem over the centuries is evaluated.
