Abstract

With the Tanzimat Edict, Ottoman modernization gained another dimension. The provisions of the edict were intended to be implemented in almost every part of the empire. During this period, when Ottoman statesmen acted to strengthen the central authority, the greatest power struggle took place in Egypt. Alt-hough Egypt was an Ottoman province, Egyptian rulers constantly strived to achieve greater autonomy until the British occupation. During his short governorship period, which was in the shadow of Tanzimat, Abbas Pasha struggled for power and authority both against Western expansion and against the Ottoman Empire. In particular, his struggle with the Ottoman Empire to be given the "right to implement the retalia-tion article" has been the subject of many correspondences. Abbas Pasha's aim to strengthen his authority through this article was firmly rejected by the Ottoman Empire at first, but then a new solution was pro-duced. A good example of the policy followed by the Ottoman Empire to maintain its dominance in distant provinces during the Tanzimat period was experienced in the Province of Egypt. This study, which aims to evaluate the Tanzimat period and Ottoman-Egyptian relations from this perspective, is based on archive documents.
