Abstract

This study explores the Ottoman Empire’s naval activities in the Indian Ocean during the 16th century, utilising Alfred Thayer Mahan’s Sea Power Theory as a framework. The aim is to evaluate why Ottoman naval power in the region remained limited and to assess the extent to which Mahan’s six elements—geographical position, physical conformation, extent of territory, population, national character, and government institutions—were applicable to Ottoman maritime endeavours. By analysing historical sources and critically engaging with Mahan’s theory, the research examines the interplay between the empire’s strategic priorities, institutional capacities, and maritime policies in the Indian Ocean. The scope of the study extends beyond traditional economic and political analyses of Ottoman interests, instead providing a nuanced perspective on how their naval operations reflected broader challenges and limitations. The paper’s originality lies in its application of Mahan’s Sea Power Theory to Ottoman maritime history, offering a fresh lens to understand the empire’s constrained influence in the Indian Ocean. This approach highlights the divergence between the empire’s proactive naval dominance in the Mediterranean and its relatively hesitant engagement in the Indian Ocean. By contextualising Ottoman activities within Mahan’s framework, the study contributes to the broader discourse on naval power and the historical dynamics of maritime empires. This study addresses the question of to what extent the Ottoman Indian Ocean experience challenges the universal applicability of Mahan’s Sea Power Theory.
