Abstract
This study examines the historical development and institutional evolution of the social security system in Turkey. The research focuses on key institutions and legislative regulations, including the Workers’ Insurance Institution (1945), the Pension Fund (1949), the Social Insurance Law (1964), Bağ-Kur (1971), the Social Insurance Institution Presidency (2003), and the Social Security Institution (SGK, 2006). The study employs a qualitative historical analysis and document review method, utilizing laws, official gazettes, and academic sources as primary and secondary data. The findings indicate that the social security system in Turkey has continuously evolved in terms of institutional structures, legal regulations, and inclusivity. Initially covering only a limited group of workers, the system gradually expanded to include public employees and self-employed individuals, while institutional reforms adopted a centralized and transparent management approach. The 2006 reforms, which established a centralized structure under the SGK, improved service delivery efficiency and enhanced transparency in premium collection and financial auditing processes. The study demonstrates that social security reforms are strategically significant not only for protecting individual rights but also for ensuring the system’s financial sustainability and inclusiveness. This research provides a historical perspective to the social security literature and offers recommendations for future reforms.
