Abstract

With the vast majority of the world's population now living in cities, the number of people affected by disasters has rapidly increased. Accidents, particularly those occurring in industrial facilities, have caused significant damage to both the environment and people, leading to these accidents being categorized as technological disasters. One type of technological disaster is catastrophic events known as major industrial accidents. These accidents severely impact large populations and ecosystems. The devastation caused by these accidents has forced governments to implement new legal regulations, which have been updated as new accidents occur. This study identifies some significant major industrial accidents in history through a literature review and presents the legislation developed following these disasters. Based on this information, the current legislation in Turkey is examined to assess the present situation. The absence of land use planning (LUP) in legislation, insufficient personnel in the units responsible for inspections, and the lack of coordination among the relevant public authorities were highlighted as the most significant shortcomings. To address these shortcomings, it has been proposed that LUP be incorporated into local legislation, a committee be established to ensure coordination between the relevant ministries, and the number of inspectors conducting audits be increased. These proposals are expected to provide a perspective for lawmakers and occupational safety experts and contribute to the literature.
