Abstract
The main purpose of this study is to determine province major’s ideas about sport services. To convey the sport activities to public which is an important communication tool and to express province major’s ideas is also one of goals of the study. The survey-rake model was used in order to state Province Major’s about sport services. This investigation is limited with the 81 Province Major’s in Turkey. The sample group consist of 61 Province Major and large city majors. In order to collect the data of the investigation, a 20 guestion. Guestionnaire was used 11 of wich are closed pointed and 9 are normal guestions. In order to prepare these guestions the experienced experts were made use of. Özet
Bu çalışmanın amacı, fonksiyonları gereği sürekli halkla iç içe olan belediyelerde, önemli bir iletişim aracı olan sporun halka götürülmesi ve spor hizmetleri konusunda belediye başkanlarının görüşlerinin belirlenmesidir. Belediye başkanlarının spor hizmetlerine ilişkin görüşlerini ortaya koymak amacıyla, Survey-Tarama Modeli kullanılmıştır. Bu araştırmanın evrenini, Türkiye’deki 81 belediye başkanı, örneklem grubunu ise, 61 il belediye ve büyükşehir belediye başkanları oluşturmaktadır. Araştırmanın verilerini toplamak amacıyla; 11’i kapalı uçlu ve 9’u likert tipinde olmak üzere, toplam 20 sorulu anket kullanılmıştır. Bu soruların hazırlanmasında, daha önce uygulanan araştırma, anket ve konu alanı uzmanlarından yararlanılmıştır. Likert tipi sorular; ‘pek çok, çok, orta, az, çok az’ olmak üzere 5 derecelidir. Elde edilen veriler, yüzde, frekans dağılımları, SPSS 10.01 For Windows paket programında istatistiksel olarak değerlendirilerek tablolar halinde gösterilmiştir. Belediyelerin diğer görevlerinin yanında, sporla ilgili görevleri de bulunmaktadır. "1580 say›l› kanunun 15. maddesinin 35 – 46 ve 54. fıkralarında, ‘oyun, spor ve yarış yerleri yapmak, gençler için mahallin ihtiyaçlarına uygun stadyumlar tesis etmek ve işletmek’ belediyenin sporla ilgili sorumluluklarından sayılmaktadır. Yine, 3030 sayılı kanunun 6. maddesine göre, ‘spor, dinlenme, eğlence ve benzeri yerleri yapmak, yaptırmak, işletmek, işlettirmek’ görevi, sporla ilgili görevler olarak belediyelere verilmiştir. Bu çalışmanın sonucunda, Belediye başkanlarının halka spor hizmeti götürülmesi konusunda istekli davrandıkları, öncelikli olarak da, herkes için spor imkanları oluşturma noktasında büyük oranda sorumluluk taşıdıkları görülmüştür.
