Abstract

Since Wagner, the relationship between public expenditures and economic growth has been the subject of many studies using different models in the literature. However, no study tests the validity of Wagner's law through time separation within the framework of the Gupta version. This study differs from the literature because it implements the augmented ARDL bounds test and considers the history of the Republic as a whole and sub-periods. The findings are as follows: (i.) Public expenditure and economic growth are cointegrated in all periods; variables move together linearly. (ii.) Wagner's law is valid for Türkiye since the income elasticity of demand for public services is greater than 1 for all periods. In addition, these results reveal that time has no effect on the increase in public expenditures and that this increase is absolute and continuous. According to the Toda-Yamamoto Granger causality test: (iii.) For the largest (1924-2021) and most recent (1985-2021) period in the history of the Republic, there is bidirectional causality between public expenditures and economic growth. (iv.) While causality from growth to public expenditures in the first period of Republic history (1924-1954) presents findings supporting Wagner's law, the opposite direction of causality in the second period (1955-1984) indicates that policy practitioners adopted Keynesian policies.

Yapılan analizlerden elde edilen bulgular şu şekildedir: (i.) (iv.) Cumhuriyet tarihinin ilk döneminde (1924-1954) nedenselliğin yönünün büyümeden kamu harcamalarına doğru olması Wagner kanununu destekler nitelikli bulgular sunarken, ikinci döneminde (1955-1984) nedenselliğin tam tersi yönde olması ilgili dönemde Keynesyen politikaların benimsendiğini göstermektedir.
