Kamu Hizmetinde Yeni Konsept: Akıllı Kamu Hizmeti

Özet

Dijitalleşme, mobil iletişim ve yapay zekâ alanlarındaki ilerlemeler ve bu teknolojilerin kullanım yaygınlığı tüm dünyada kamu yönetimi konseptini kaçınılmaz olarak bir dönüşüm sürecine sokmuştur. Bu dönüşüm sürecinde yer alan ülkelerde bir yandan kamu hizmetlerinin kalitesi, ulusal güvenlik, kamu güvenliği, yönetişim ve benzeri pek çok gösterge olumlu etkilenmiştir. Diğer yandan ise özel hayatın gizliliği, özgürlükler, sosyal psikoloji gibi pekçok alanda yeni sorunlar ve tartışmalar meydana gelmektedir. Bu açıdan dünyada dijital dönüşümde önde gelen bazı ülkeler, bu süreçte devlet ve toplum yapıları ile gelişen teknolojiyi karşılıklı uyumlaştıracakları çeşitli model arayışları içerisine girmişlerdir. Zira teknolojinin çevre ve insan tabiatıyla uyumu; toplumsal düzen, sürdürülebilir kalkınma ve sürdürülebilir gelişme için göz önünde bulundurulmak zorundadır. Bu çalışmanın temel amacı, dünyanın çeşitli ülkelerinde ve Türkiye’de uygulanmakta olan akıllı kamu hizmeti örneklerinden hareketle kamu hizmetinin bu yeni konsepti ile ilgili gerek kamu yöneticileri gerekse akademik camia açısından farkındalık oluşturmaktır. Bu çalışmada yöntem olarak literatür ve mevzuat taraması kullanılmıştır.

Abstract

Advances in digitalization, mobile communication and artificial intelligence and the prevalence of these technologies have inevitably brought the concept of public administration into a transformation process across the world. The quality of public services, national security, governance and other similar indicators are positively affected in the countries involved in this transformation process. On the other hand new problems and issues have emerged regarding the privacy, freedoms and social psychology. In this respect, some of the leading countries in digital transformation are looking for various models in which they will harmonize the state and social structures with the developing technology in this process. Since the harmony of technology is a crucial factor for the environment and human nature, the social order must be taken into account for sustainable development and sustainable improvement. The main purpose of this study is to raise awareness in terms of both public administrators and the academic community about this new concept of public service by reviewing existing literature and legislation, based on the examples of smart public services being implemented in various countries of the world.
