Kalkınma Planlarının Kıyaslamalı Analizi: Türkiye Örneği

Özet

Türkiye’nin uzun dönem kalkınma hedeflerinin amacı kapsamında, çarpan etkisiyle birlikte gelişme sürecini hızlandıran güçlü yönetişim yapılarının oluşturulması ve kurumlara dönük güvenin tesis edilmesi oldukça önemlidir. Söz konusu hedeflere ulaşmayla ilgili stratejilere ise kalkınma planlarında sıkça değinilmektedir. Bu çalışmanın amacı, Türkiye’de oluşturulan kalkınma planlarını, iktisadi eğilimler, küresel değişim karşısında ülkedeki ve dünya ekonomisindeki makroekonomik gelişmeler ile beklentiler çerçevesinde analiz etmektir. Bu bağlamda, plan öncesi dönemde Türkiye’deki ekonomik ve sosyal gelişmelere değinilmiştir. Sonrasında kalkınma planlarının 1985-2019-2023 yılları sürecinde belirlenen; istikrarlı ve güçlü ekonomi, nitelikli insan, hukuk devleti, demokratikleşme/iyi yönetişim gibi seçili anahtar kelimelere göre yaşanılan değişimleri derinlemesine incelenmiştir. Kalkınma kavramının ortaya çıkış sürecinden günümüze kadar uzanan dönemlere ait geliştirilen teori ve yaklaşımlar, 1985-1989 döneminden başlayarak incelenmiş, bu bağlamda günümüz ve gelecek kalkınma planlarının hedef ve politikalarının amaçlarına ilişkin içerik analizi yapılmıştır.

Abstract

It is very significant to establish strong governance constructions that accelerate the development process by the multiplier effect and to establish confidence in institutions under Turkey's long-term development goals. Strategies for achieving these goals are frequently mentioned in development plans. The aim of this study is to analyze the development plans formed in Turkey within the framework of economic trends, the interaction in the country compared to global changes and macroeconomic developments and expectations in the world economy. On this basis, Turkey’s economic and social developments in the pre-plan period is discussed. Afterwards, the changes in the development plans is examined in depth according to selected keywords such as stable and strong economy, qualified people, rule of law, democratization/good governance, which were determined in the period 1985-2019-2023. The theories and approaches recognized from the emergence of development concept to the present were examined starting from the 1985-1989 period after the year 1984, and in this context, a content analysis was made regarding the goals and policies of current and future development plans.
