Özet
Bir siyasi parti veya aday lehine seçim bölgelerinin manipüle edilerek belirlenmesine Massachusetts eyaleti valisi Elbridge T. Gerry'e atıfla Türkçe literatürde "hileli seçim bölgesi taksimatı" olarak tercüme edilebilecek "gerrymandering" adı verilmektedir. Gerrymandering hem siyasal partizanlığa hem de oy kayırmacılığına önemli bir örnek olarak görülebilir. Bu çalışmada gerrymandering tarihsel süreçte ortaya çıkışı ile birlikte değerlendirilmekte, amacının yanı sıra türleri ve etkileri detaylıca ele alınmaktadır. Çalışmada ayrıca gerrymanderingin uygulanmasına dair bazı örnekler sunulmakta ve kavramın ortaya çıktığı ABD ile Türkiye'den geçmişten günümüze gerrymandering örnekleri verilmektedir. Dünya'da ve Türkiye'de geçmişten günümüze devam edegelen seçim hilesi tartışmaları göz önünde bulundurulduğunda, bu durumun uzunca yıllar daha devam edeceği anlaşılmakta, bu çalışma ile söz konusu tartışmalara bir katkı sağlamak amaçlanmaktadır.
Abstract
The determination of electoral districts by manipulation in favor of a political party or candidate is called "gerrymandering", which can be translated as "fraudulent electoral district division" in Turkish literature, referring to the governor of Massachusetts state Elbridge T. Gerry. Gerrymandering can be seen as an important example of both political partisanship and nepotism. In this study, gerrymandering is evaluated together with its emergence in the historical process, its types and effects are discussed in detail as well as its purpose. In addition, some examples of the application of gerrymandering are presented and examples of gerrymandering are given from the past to the present from the USA where the concept emerged, and Turkey. Considering the ongoing election fraud debates in the World and at Turkey from the past to the present, it is understood that this situation will continue for many more years, and this study aims to contribute to these discussions.
