Özet

Literatürde yer alan birçok çalışmaya göre gelir ve döviz kurunun dış ticaret dengesinin temel belirleyicileri oldukları görülmektedir. Ancak, sadece gelir ve kurun değil, ayrıca bir ülkenin ihracat ve ithalat kompozisyonları da o ülkenin dış ticaret dengesini etkileyebilmektedir. Bu çerçevede çalışmada, gümrük birliği sonrası dönemde Türkiye’nin ihracat ve ithalat kompozisyonun Avrupa Birliği-15 (AB-15) ülkeleri ile olan iki yönlü dış ticaret dengesine etkisi incelenmiştir. Çalışmada ihracat kompozisyonu, Türkiye’nin AB-15 ülkesinden herhangi birine yaptığı tekstil, giyim eşyası, deri ve ilgili ürünler, gıda ürünleri, içecekler ve tütün mamulleri ihracatının o ülkeye yaptığı toplam ihracat içindeki payıdır. İthalat kompozisyonu ise Türkiye’nin AB-15 ülkelerinden herhangi birinden yaptığı orta ve orta-yüksek AR-GE yoğun ürün ithalatının o ülkeden yaptığı toplam ithalat içindeki payıdır. Ayrıca, geleneksel teoriye uygun olarak döviz kuru ve gelir değişkenleri modele ilave edilmiştir. Panel regresyon teknikleri sonuçlarına göre ihracat kompozisyonu dış ticaret dengesini negatif, ithalat kompozisyonu ise pozitif etkilemektedir. Ayrıca, Kónya panel nedensellik testleri sayesinde ülke bazlı ihracat kompozisyonundan ve ithalat kompozisyonlarından dış ticaret dengesine doğru nedensellik incelenerek katsayı ve işaret sonuçları ortaya konulmuştur. Panel regresyon ve nedensellik sonuçlarına göre politika önerileri ortaya konulmaya çalışılmıştır.

Abstract

According to many studies in the literature, income and exchange rate are the main determinants of the foreign trade balance. However, not only income and exchange rates, but also the export and import compositions of a country can affect the foreign trade balance of that country. In this framework, this study have been examined the effect of export and import composition of Turkey on bilateral trade balance with European Union- 15 (EU-15) countries post custom union period. In this study, export composition of Turkey is the ratio of textiles, wearing apparel, leather and related products plus food products, beverages and tobacco export to total export for selected country. Import composition of Turkey is the ratio of high and medium-high R&D intensive products to total export for selected country. Also, in accordance with the traditional theory, the exchange rate and income variables are added to the model. According to the results of the panel regression techniques, the export composition affects the foreign trade balance negatively and the import composition positively. Moreover, owing to Kónya panel causality tests, the country-based export composition and import compositions to the foreign trade balance, causality was examined and the results of the coefficient and sign were revealed. Policy suggestions were tried to be put forward according to panel regression and causality results.
