Özet
Kadının devlet ve toplum hayatındaki yeri ve hakları, tüm toplumlarda gelişmişliğin ve modernleşmenin önemli bir ölçütüdür. Bu itibarla siyasi ve sosyal zeminde kadınlara tanınan haklar ve özgür hareket etme kabiliyeti modern çağla birlikte evrensel değerler kategorisinde, toplumların gelişmişlik ölçütü olarak değerlendirmeye alınmıştır. Kadın konusu bilhassa 19. yüzyılın başlarından itibaren önem kazanmış ve bu önem, zaman içinde elde edilen pek çok ilerlemeye rağmen neredeyse aynı çıkış noktaları üzerinden günümüzde devam etmektedir. Kadın-erkek eşitliği, siyasal temsilde eşitlik, eğitim haklarında eşitlik gibi konular neredeyse bir asrı geçen sürede çözülebilmiş değildir. Şüphesiz her devletin kaydettiği gelişmişlik ölçütleri ayniyet göstermez ancak kadınların karşı karşıya kaldığı sorunlar ülkelere göre oranları farklı olmakla birlikte neredeyse aynı sorunlardır. Bir toplumun evrensel değerler çerçevesinde gelişmesinde iki temel faktör vardır: Eğitim ve ekonomi. Bu iki alanda kadın ve erkeklerde eşitlik sağlandığında bunu eşit fırsatların sunulması ve siyasette eşit temsil hakkı takip eder. Modernleşme insani değerlerde gelişmiş ülkelerle eş değer ilerleme kaydetme hatta onun da ötesinde bir gelişmişlik gösterme başarısı olduğuna göre modernleşme içerisindeki “kadın”ın konumu eşit eğitim hakkına sahip olması, ekonomiye katkı sağlaması, ekonomik özgürlüğünü kazanması ve bunları takiben kamusal alanda erkeklerle eşit oranda yer bulması, temsilde eşitliği elde etmesi olarak kısaca açıklanabilir. Osmanlı kadın hareketi de Avrupa’da ortaya çıkan gelişmelere paralel olarak aynı zaman sürecinde 19.yüzyılın başlarında, önce Tanzimat ve müteakiben Meşrutiyet dönemlerinde kızların eğitimi ile başlamış, kadınların içinde bulunduğu sorunların basında yer alması ve birtakım sivil organizasyonların kurulması ile güçlenmiş ve zamanla daha çok gündem oluşturmuştur. Dönemin fikir akımları içinde de modernleşmenin ve toplumsal kalkınmanın gereği olarak önemli bir yer edinmiştir. Bu makale 19.yüzyılda Osmanlı modernleşmesinin bir parçası olan kadın özelinde modernleşmeyi konu edinmektedir. Başta eğitim hakkı olmak üzere kadınların kamusal alana girmesi, erkeklerin sahip olduğu hakları kendileri için de talep etmeleri, kadın dünyasına ait sorunları ifade etmeye başlamaları ile toplumsal eşitliğin sağlanması konusundaki düşünce ve çabaları ile şekillenmiştir. Bu makalede Osmanlı modernleşmesi içinde kadınlarla ilgili gelişmeler üzerinde durulmakta dönemin gelişmeleri kaydedilmektedir.
Abstract
The place and rights of women in state and community life are an important criterion and parameter of development and modernization in all societies. In this respect, the rights granted to women in political and social grounds and the ability to act freely have been considered as a criterion of development of societies in the category of universal values together with the modern age. The issue of women has gained importance since the beginning of the 19th century, and this importance continues today with almost the same exit points despite the many progresses achieved over time. The issues such as equality of women and men, equality in political representation and equality in the rights of education have not been solved in almost a century. Certainly, the development criteria recorded by each state do not seem to be consistent, but the problems faced by women are almost the same, although their rates are different when compared with other countries. There are two main factors in the development of a society within the framework of universal values: education and economy. In these two areas, when the equality of men and women is ensured, offering equal opportunities and rights of equal representation in politics follows them. Since modernization is the achievement of having equal progress with the developed countries in the humanitarian values, the position of woman in modernization can be explained briefly as having equality in representation, having the right of equal education, contributing to the economy, gaining economic freedom and finding equal place with the men in the public domain. The Ottoman women's movement, in parallel with the developments in Europe, started with the education of the girls first at the beginning of the 19th century in the Tanzimat period and then went on in the Constitutional Monarchy period, the problems of the women were mentioned in the press and the establishment of some civil organizations were strengthened and they formed more current issues day by day formed. Women's issue has become a stand-alone issue in the idea movements that emerged within the framework of the sensitivity to the Ottoman development in the period. This article deals with the modernization of women in the 19th century as part of the Ottoman modernization. Women's right to education, including the right to enter the public sphere, to demand the rights of men for themselves, to begin to express the problems of the world of women and social equality has been shaped by the thoughts and efforts to ensure equality. This article focuses on developments related to women in Ottoman modernization and also the developments of the period are recorded.
