Abstract
In today's multi-ethnic and multi-religious states acute question of the formation of effective self-government. However, the uneven participation of representatives of different faiths and ethnicities effectiveness of the solution of many problems is reduced to zero. That is why the study of history becomes relevant authorities in the Russian Empire, as well as the participation of representatives of different nationalities. Before the pre-revolutionary Russia was also keenly multiethnic society's participation in the management of the region and its implications for social and economic transformation. One of these areas of the Russian Empire was Taurian province, which are closely intertwined interests of Russian, Tatars, Germans, Bulgarians, and other ethnic groups. In this case, attention is focused on the activities of the Tatars in the Tauride zemstvo from its inception until 1917. This interest in the history of the Crimean Tatars and their participation in social and socio-economic life of the region is not accidental, since this people, and today is an integral part of the Crimea and Ukraine in general. Tatars are actively involved in the formation of the central government at the state and local levels, as well as in the creation of modern governments.
