Sivas Kongresi’nde Tartışılan Amerikan Mandası

Özet
Mondros Ateşkes anlaşmasından sonra Osmanlı İmparatorluğu’nun düştüğü parçalanmış durum ve ekonomik alanda olan kriz nedeniyle, bir yandan da ülkenin her tarafında İtilaf Devletleri’nin egemenlik sürmesi neticesinde, bu durumdan rahatsız olan başta Mustafa Kemal olmak üzere kumandanlar Anadolu’da kongreler düzenlemişlerdir. Bu kongrelerin en başta olan amacının Anadolu halkını ve tüm bu istila güçlerine karşı direniş gösteren cemaatleri tek bir çatı altında toplamaktır. Böylelikle daha güçlü bir şekilde direniş gösterme çabasıyla Misak-ı Milli sınırlarının ötesine İtilaf Devletlerini ve azınlıklar tarafından kurulmuş ya da kurulması planlanan devletleri uzaklaştırmaktır. Sivas Kongresi’nde tartışılan ve üstünde durulan bu ana konunun yanında, daha da dikkat çeken ve uzun tartışmalara sebebiyet veren Amerikan mandası konusu da geniş yer almıştır. Manda neticesinde, Wilson İlkeleri’ne dayanaraktan bir Amerikan himayesi altında devlet olarak gelişimini tamamlayana kadar kalma neticesinde görüşler belirtilmiştir. Bu noktada bir mektup yazılıp Amerikan Senatosu’na gönderilmiştir. manda ilkin geniş bir çapta birçok kişinin istediği bir plan da olsa, ileride oluşan durumlar ve Kurtuluş Savaşı’nın doğrultusunda gerçekleşen olaylar neticesiyle arka plana atılmıştır. Bu nedenle manda fikri, ayrıca Wilson yerine yeni başkanın gelmesi, Amerikan ve Türk mecraları arasında net adımlar atılmaması nedeniyle de geçersiz kalmıştır. Sivas Kongresi’nde çıkan bu kararlar neticesinde milli mücadele konusu esas alınmış ve bu doğrultuda kurulmuş olan günümüz Türkiye’sini ortaya çıkarmıştır.
Abstract
After the Mondros ceasefire agreement, due to the decadent situation of the Ottoman Empire and the economic crisis; the commanders including Mustafa Kemal, who were disturbed in this situation, organized congresses in Anatolia as a result of the sovereignty of the Entente States on all sides of the country. The main purpose of these congresses is to gather all the Anatolian people and the communities that resist against all these invasions. Thus, these congresses are in an effort to show resistance in a stronger way. With this purpose, Entente States and the states that is established or planned to be founded by minorities, are tried to stave beyond the borders of the Misak-ı Milli. In addition to this main topic and above at the Sivas Congress, the subject of the American Mandate, which is more attention-grabbing and causes long debate in the congress has also been underlined. As a result of the American Mandate which were expressed on the basis of the Wilson Principles, that explains the rule under American patronage until the completion of development of a state. At this point, a letter sent to the American Senate. Although the mandate was initially planned by a wide range of people, it faded into background due to the afterwards events in Turkish War of Independence. Therefore, the mandate idea was also invalidated by the fact that Wilson was replaced by a new president, and clear steps were not taken between American and Turkish councils. As a result of these decisions that are revealed in Sivas Congress, people are gathered for the national resistance against occupation and it revealed today's Turkey.
