Özet
Bu çalışmada Osmanlı Devleti’nde işçi hareketleri ile kurulan işçi örgütlenmeleri anlatılmış, Osmanlı işçi sınıfının tarihsel gelişimi incelenmiştir. Osmanlı çağında işçi sınıfını ortaya çıkaran tarihsel şartlara değinilerek, artan ücretli işçilik karşısında devletin işçi sınıfına yönelik tutumu ve bu tutumun meydana getirdiği süreçler izlenmiştir. İşçi sınıfının kitlesel bir özellik kazanmasıyla çoğunluğu ücret temelli sorunlara ve çalışma koşullarının iyileştirilmesine yönelik talepler içeren grev nitelikli eylem hareketleri çalışmada yer almaktadır. Çalışmada Osmanlı işçi hareketleri sayısal ve nitelik yönünden açıklanarak, ortaya çıkan eylem gücü, dönemin şartlarından uzaklaşmadan veriler ve kayıtlar ışığında tartışmaya açılmıştır. Özellikle işçi sınıfının Batı’ya kıyasla neden geç bir tarihte ortaya çıktığı, Osmanlı emek tarihi içinde işçi örgütlenmelerinin çalışma hayatındaki konumu ve işçi hareketliliği çalışmanın ana tartışma başlıklarıdır. Konuya ilişkin kaynakların taranması sonucu elde edilen veriler ışığında Osmanlı’da, Tanzimat’tan Türkiye Cumhuriyeti’nin kuruluşuna kadar geçen süre içerisinde gelişen emek tabanlı işçi hareketleri ve işçi örgütlenmeleri tarihsel bir perspektifle değerlendirilmiştir.
Abstract
In this study, labour movements and organizations in the Ottoman Empire were explained. Also, the historical development of the Ottoman working class was examined. By referring to the historical conditions that revealed the working class in the Ottoman era, the state's attitude towards the working class in the face of increasing wage labour and the processes that this attitude created were analyzed. With the working class gaining a mass character, strike-like action movements, most of which include demands for wage-based problems and improvement of working conditions, were included in the study. In the study, the Ottoman workers' movements were explained in terms of quantity and quality. The emerging power of action was opened to discussion in the light of data and records without departing from the conditions of the period. Mainly why the working class emerged at a later date compared to the West, the position of worker organizations in the working life in the Ottoman labour history, and worker mobility were the main discussion topics of the study. In the light of the data obtained with the review of the resources on the subject, the labour-based movements and organizations that developed in the Ottoman Empire from the Tanzimat to the establishment of the Republic of Turkey were evaluated with a historical perspective.
