Özet
Türkiye'de iç ve dış göçler, daha ziyade 20. Yüzyılın ikinci yarısından itibaren yaşanmıştır. 30 Ekim 1961 tarihinde Türkiye ile Almanya arasında imzalanan İşgücü Alımı Anlaşması’yla dış göç gündeme gelmiş, diğer taraftan ülkemiz 1950'li yıllardan günümüze değin süreklilik gösteren bir periyotta iç göç hareketine de sahne olmuştur. Başta Doğu ve Güney Doğu Anadolu ile Karadeniz bölgesinde bulunan vilayetler olmak üzere ülkenin doğu ve iç kesimlerinde yer alan şehirler her geçen gün İstanbul, Ankara ve İzmir gibi büyük şehirlere aralıksız göç vermektedirler. Göç alan şehirler daha fazla büyüyüp gelişirken, özellikle Doğu Anadolu Bölgesi ve bu bölgenin şehirleri sosyo-ekonomik açıdan küçülmeye devam etmektedirler. Ülkemizin doğusu özelde Erzurum ili, göçün kronikleştiği bir coğrafya olma durumundadır. Son yıllarda göç hızı düşmesine rağmen göç devam etmekte ve bu durum bölge insanının işgücüne katılımını ve yaşam memnuniyetini olumsuz etkilemektedir. Bu çalışma iki bölümden oluşmaktadır. Birinci bölümde göç olgusu, ikinci bölümde ise bölgede yaşanan göçü önlemeye yönelik politikalar irdelenmiştir. Bu bağlamda Atatürk Üniversitesi’nde görev yapan akademisyenlerin göç ile ilgili görüşleri bir anket aracılığıyla değerlendirilerek Erzurum ilinde uygulanan yetersiz politikaların tespiti yapılmıştır.
Abstract
Internal and external migration has especially occurred since the second half of the 20th century in Turkey. External migration was started by the Labour Recruitment Agreement between Turkey and Germany on 30 October 1961. On the otherhand internal migration has been a continuous phenomenon since 1950s. The cities located in eastern and inland parts of the country, mainly Eastern and South Eastern Anatolian with Black see provinces, give unceasing migration to big cities such as Istanbul, Ankara and İzmir every passing day. While receiving cities are growing and developing much more, especially the Eastern Anatolia Region and the cities of this region continue to shrink in terms of socio-economic conditions. The east of Turkey, especially Erzurum province, is a geography where the migration has become chronic. Despite the decrease in migration rate in recent years, migration continues and this situation negatively affects the participation of people to the workforce and the level of their life satisfaction. The study consists of two parts. In the first part migration phenomenon and in the second part the policies to prevent migration in the region are examined In this context, the opinions of academicians working at Atatürk University on migration were evaluated through a questionnaire and the inadequate policies implemented in Erzurum province were determined.
