Adaletin Cinsiyeti Olur mu? Feminist Politik İktisat Açısından Bazı Yanıtlar

Özet
Bu çalışmanın konusu ve amacı, geçişgen kavramlar olan toplumsal cinsiyet eşitliği ve adaleti feminist politik iktisat açısından tartışmaktır. Feminist politik iktisat, iktisat bilimi ile feminist hareketin kesişmesi olup kadının ekonomide ve siyasette görünürlüğüne vurgu yapan bir toplumsal disiplindir. Bu bakımdan toplumsal cinsiyet eşitliği (TCE) ile toplumsal cinsiyet adaletini (TCA) esas aldığı için eril egemen düzende kadını ve deneyimlerini sınırlandıran anaakım neoklasik iktisadı eleştirir. TCE, ekonomide ve diğer toplumsal alanlarda insanların cinsiyetinden dolayı herhangi bir ayrıma tabi tutulmaması; TCA ise, kadın ve erkeğin farklı ihtiyaç ve güç yapısına sahip olduğu gerçeğine göre onların toplumsal hayatın kazançlarını ve yükümlülüklerini hakça paylaşması demektir. İki kavram arasında belirgin bir örtüşme vardır. Burada, adaletin cinsiyeti sorunsalı şu üç güncel noktada tartışılmaktadır: Türkiye özelinde toplumsal cinsiyet açığı endeksi neden düşüktür? Cinsiyete dayalı bütçeleme gerekli midir? Sürdürülebilirlik nasıl sağlanabilir?
Abstract
The subject and aim of this study is to discuss the transitional concepts of gender equality and justice in terms offeminist political economy. Feminist political economy is the intersection of economic science and feministmovement and it is a social discipline that emphasizes the visibility of women in economy and politics. In thisrespect, it criticizes mainstream neoclassical economics that limits women and their experiences in the masculinesovereign order because it is based on gender equality (GE) and gender justice (GJ). GJ means that women andmen share the gains and obligations of social life fairly according to the fact that they have different needs andpower structures while GE means that people are not discriminated against because of their gender in theeconomy and other social areas. There is a clear overlap between the two concepts. Here, the issue of the genderof justice is discussed at three current points:Turkey in particular why the gender gap index is low? Is gender-based budgeting necessary? How can sustainabilitybe achieved?
