Özet

Yaşam standartları, 18. yüzyılda meydana gelen Sanayi Devrimi ile üretim sektörü açısından Avrupa’da yükselirken, günümüzün temel sorunu olan çevre kirliliğini oluşturan yapıları da meydana getirmiştir. Dünyada küresel ısınma, iklim değişikliği ve doğal kaynakların bilinçsizce kullanılması küresel boyutta bir tehdit haline gelmiştir. Araştırmalara göre binalar karbondioksit salınımının %40’ından sorumlu olduğundan, inşaat sektörünün sürdürülebilir ve çevreye olan olumsuz etkileri azaltacak yönde binalar yapmak için çalışmalar yapmaya başlaması kaçınılmaz olmuştur. Bu bağlamdan yola çıkarak inşaat sektörü, çevreye duyarlı anlayışla tasarlanan, ihtiyaç duyduğu enerjiyi büyük ölçüde üretebilen ve bulunduğu çevre koşullarına uygun tasarlanan ‘yeşil bina’ kavramını ortaya koymuştur. Binaların çevresel etkilerini değerlendirmek, enerji verimliliğini ölçmek ve çevre dostu özelliklerini belgelendirmek amacıyla yeşil bina sertifika sistemleri oluşturulmuştur. İngiltere’de oluşturulan ve ilk sertifika sistemi olan BREEAM, ÇEDBİK ile Türkiye’ye bu sistemin adaptasyonu için iyi niyet antlaşması imzalayarak, BREEAM’in Türkiye koşullarına adaptasyon çalışmasıyla, ulusal yeşil bina değerlendirme sistemi oluşturulması amaçlanmıştır. BREEAM’in ekolojik sürdürülebilir arazi kriteri açısından değerlendirme yapması, Avrupa normlarına bağlı ve ilk yeşil bina değerlendirme sistemi olması bakımından çalışma kapsamında incelenmiştir. Ayrıca Türkiye’de kullanımı yaygın ve ulaşılabilirliği kolay olması açısından LEED sertifika sitemi, BREEAM ile birlikte değerlendirilerek, iki sertifika sisteminin avantaj ve dezavantajları ortaya konulmuş, ülkemizde geliştirilme çalışmaları devam eden yerel sertifika sistemleri hakkında bilgi verilmiştir.

Abstract

Living standards have increased in Europe in terms of production sector with the Industrial Revolution in the 18th century and have also created the structures that constitute the main problem of today, environmental pollution. Global warming, climate change and unconscious use of natural resources have become a global threat. According to the researches, since buildings account for 40% of carbon dioxide emissions, it is inevitable that the construction sector will start to work on sustainable buildings and to reduce the negative impacts on the environment. Starting from this context, the construction sector has introduced the concept of ‘green building an, which is designed with an environmentally sensitive approach, can generate the energy it needs to a large extent and is designed in accordance with the environmental conditions in which it is located. Green building certification systems have been established to evaluate the environmental impacts of buildings, measure energy efficiency and document their environmentally friendly properties. Britain created the first certification system, BREEAM, signed a goodwill agreement for the adoption of this system in Turkey with ÇEDBIK, with BREEAM adaptation study the conditions of Turkey, national green building rating system is intended to establish. BREEAM’s assessment of ecologically sustainable land criteria has been examined within the scope of the study as being the first green building assessment system that is connected to European norms. Also LEED certification system in terms of being easy to use, widely and accessibility in Turkey, evaluated together with BREEAM, has presented two certificates system of advantages and disadvantages, the work of developing our country are given information about ongoing local certification systems.
