Özet

Ulus devletin doğuşu devletleri, sınırları belirli bir toprak parçası üzerinde ve merkezi bir iktidarın gücü ile diğer devletlerden belirgin bir şekilde birbirinden izole olmuş devletlerin ortaya çıkmasını sağladı. Küreselleşme ise ulus devletin bu izolasyonuna ekonomik, siyasi ve toplumsal anlamda sınırları aşan gerçekliği ile mesafeyi ortadan kaldıran bir olgu olarak 1980’lerden sonra güçlü bir şekilde kendini hissettirmeye başladı. Tam ulus devlet bitti yok oluyor ya da bölgesel ulus devletlere evrilecek gibi tartışmaların olduğu bir yüzyılda Covid-19 pandemisi buna ciddi bir darbe vurmuş oldu ve hem devletleri hem de insanları izolasyona hapsetti. Sınırların kontrolünün ve dolayısıyla ulus devlet yapısının ne kadar önemli olduğu bu salgın ile bariz bir şekilde anlaşıldı. Covid-19 salgının başlamasına kadar küreselleşmenin iyi olduğu yönündeki varsayımlarımızı sorgulayan birçok kriz dönemleri oldu. 1997-98 Asya krizi 2008 krizi gibi. Ancak Covid-19 salgını küreselleşmenin kaçınılmaz yürüyüşünün tersine çevrilemeyeceğini savunanlar açısından bile bir hayal kırıklığı yaşatmışa benziyor. Çünkü bu salgınla birlikte ulus devlet Westfalyan biçimiyle geri dönmese bile güçlü bir şekilde geri dönüyor. Bu çalışmanın amacı Covid-19 pandemisi ile birlikte ulus devletler ve küreselleşme ilişkisinin nasıl bir seyir izleyeceğinin analizini amaçlamaktadır. Çalışmada literatür taramasına dayalı nitel araştırma yöntemi kullanılmıştır.

Abstract

The birth of the nation state gave rise to states whose borders were on a certain territory and markedly isolated from other states by the power of a central power. Globalization, on the other hand, started to make itself felt strongly after the 1980s as a phenomenon that eliminates the distance with its reality that transcends borders in economic, political and social terms to this isolation of the nation state. In a century where there were debates such as the full nation-state disappearing or evolving into regional nation-states, the Covid-19 pandemic had a serious blow to this and imprisoned both states and people in isolation. With this epidemic, it was clearly understood how important the control of borders and therefore the structure of the nation-state is. Until the Covid-19 outbreak began, there were many periods of crisis that questioned our assumptions that globalization is good. The 1997-98 Asian crisis is like the 2008 crisis. However, the Covid-19 outbreak seems to have been disappointing even for those who argue that the inevitable march of globalization cannot be reversed. Because with this epidemic, even if the nation-state does not return in its Westphalian form, it is returning strongly. The aim of this study is to analyze how the relationship between nation states and globalization will follow with the Covid-19 pandemic. Qualitative research method based on literature review was used in the study.
