Literatür incelemesi sırasında Deşt-i Kıpçak ve akabinde Batı Türkistan’da görülen Türk-Moğol boyları için farklı isimlerin kullanıldığı görülmüştür. Ancak genel olarak Cengiz soylu Özbek Han’ın isminin bu topluluğa mal edildiği söylenebilir. Özbek Han’ın İslamiyet’i kabulüyle başlayan Müslümanlaşma süreci Türk-Moğol halkların inanç sistemini değiştirdiği gibi yönetim mekanizmaları da şeriatın müdahalesiyle başkalaşmıştır. Ancak Cengiz soylu bir ailenin yönetimde söz sahibi olması ve diğer hanedan mensuplarının önemli eyaletlerde vazifelendirilmeleri anlayışı bu değişimden etkilenmemiştir. Hanın mutlak otoritesiyle yönetilen bölge halkı orduya katılmak suretiyle askeri ve vergisini ödeyerek iktisadi anlamda mevcut yönetimi desteklemiştir. Han ve Sultanlar ise bölgenin refahını ve güvenliğini tehdit eden unsurları bertaraf ederek halka karşı başlıca sorumluluğunu yerine getirmişlerdir. Bu bilgiler temelinde batılı seyyahların Özbek hanlarının sahip oldukları yetki ve sorumluluklarına, yönetimin yabancılara karşı tutumuna ve devlet için tehdit oluşturan unsurlara dair görüş ve düşüncelerine yer verilecektir. Ayrıca Avrupalı seyyah ve araştırmacıların hükümleri doğrultusunda ortaya çıkan Özbek algısı ortaya konulacaktır.

Abstract

The main goal of this study is introducing the administrative staff, the administration mentality and the origins of Uzbeks who live in the West Turkistan between 16th and 19th centuries according to European Travelers and the analyses of western researchers.During the literature review it was seen that different names used for the Turk- Mongol tribes who early lived in Dashti Kipchak and lastly in West Turkistan. However, they are commonly referred with the name of the Uzbek Khan who is a descendant of Chinggis Khan. These tribes became Muslim after the conversion of Uzbek Khan to Islam. So Islamic laws influenced on their administrative mechanisms. But this change didn’t affect the basic principles that a member of the Chinggisid descendant has become khan and the other members has taken positions in the important cities. The people of the region supported the existing administration as military by joining to army and economic by paing their taxes, ruled by peremptory authority of the Khan. Besides this Uzbek image formed in the minds of European Travelers and Researchers will be elucidated.
