IPARD Programının Meyvecilik Sektörüne Etkileri: Isparta İli Örneği

Özet
Gerek ülkeler gerekse küresel ölçekteki kuruluşlarca uygulanan kırsal kalkınma politikalarının ana gayesi, kalkınmanın en büyük sorunlarında biri olarak görülen bölgeler arası gelişmişlik farkının her yönden minimize edilmesidir. Avrupa Birliği adaylık süreci ile birlikte IPARD programını uygulamaya başlayan Türkiye kırsal kalkınma alanın da yeni bir fon kaynağına ulaşmıştır. IPARD Programı ile kırsal kalkınmaya destek olunurken, müktesebat uyumu kapsamında işletmelerin AB standartlarına ulaştırılmasını hedeflenmektedir. Meyvecilik Türkiye’nin güçlü olduğu sektörlerden biri olup taze ve işlenmiş meyve-sebzeler başta gelen tarımsal ihracat ürünleridir. Isparta ili başta elma olmak üzere birçok meyvede Türkiye üretiminde önemli bir paya sahiptir. Bu çalışmada meyvecilik sektörünün IPARD fonlarından yararlanma durumu, desteklerden faydalanan işletmelerin yapısı ve desteklerin sektöre etkileri bu başlıktan en fazla yararlanan Isparta ili özelinde incelenmiştir. Araştırma sonucunda; IPARD destekleri ile sektörde 141 proje desteklendiği, bunun %22’nin Isparta ilinde olduğu, 163 milyon TL hibe ödemesi karşılığı 398 milyon TL yatırım yapıldığı tespit edilmiştir. Isparta ilinde bu destekler ile toplamda 242 bin m3’lük bir soğuk hava depolama hacmi ve 40 ton/saatlik tasnifleme-paketleme kapasitesi oluşturulmuştur. Kooperatiflerin proje oranın çok düşük olduğu (%6,5), destekleme prosedürlerindeki teknik ve idari sınırlandırmaların proje sayısını olumsuz etkilediği tespit edilmiştir. Desteklerin katma değer sağlayan işlenmiş ürünleri de kapsayacak şekilde revize edilmesinin fonların kullanımında artış sağlayacağı sonucuna ulaşılmıştır.
Abstract
The main purpose of rural development policies implemented by both countries and global scale organizations is to minimize the development difference between regions, which is seen as one of the biggest problems of development. Turkey has reached a new source in rural development of funding with IPARD program. While supporting rural development with the IPARD Program and also, it's aimed to bring the enterprises to EU standards. Fresh and processed fruit products are the leading agricultural export products of Turkey. Isparta province in many fruits especially apples have a significant share of production in Turkey. In this study, the structure of the enterprises benefiting from IPARD supports and the effects of the supports on the sector were examined in the province of Isparta. As a result of the research; It was determined that 141 projects were supported in this sector with IPARD supports, 22% of which was in Isparta, and 398 million TL was invested in return for 163 million TL grant payment. In the province of Isparta, a cold storage volume of 242 thousand m3 and sorting-packaging capacity of 40 tons / hour in total have been provided with these supports. It has been determined that the project ratio of cooperatives is very low (6.5%), and technical and administrative restrictions in support procedures negatively affect the number of projects. It was concluded that revising the supports to include processed products that provide added value will increase the use of funds.
