Özet

Ruslar, dış politikalarında tarih sahnesine çıktıkları andan itibaren teritoryal alan genişlemesi açısından emperyal yayılımını arttırmıştır. Rus İmparatorluğu’nun XIX. yüzyıl boyunca emperyal yayılım politikalarına karşılık, Çin İmparatorluğu’nun kendini sorgulamaya başladığı ve özellikle Batılı güçler karşısında gücünün ve etkisinin azaldığı bir tablo karşımıza çıkmaktadır. Dolayısı ile çalışmada, XIX. yüzyıl içinde Çin-Rus ilişkilerinin doğası ve karşılıklı olarak uluslararası ve bölgesel sistem içinde konumlarının karşılaştırılması yapılacaktır. Bu bağlamda çalışmada önemli inceleme noktalarından biri de 1851 tarihli Gulca (Kuldja/Кульджа/İli/Yinning) Anlaşması’dır. Tarihsel olarak kısmen gözden kaçtığı düşünülen bu anlaşma ile Rus İmparatorluğu’nun İngilizlerin karşısında kendine Asya-Pasifik bölgesinde yer bulma adımı attığı söylenebilir. İki ülke arasındaki ticari ilişikleri düzenleyen bu anlaşmanın tarihsel olarak önemi ve etkisi belki de süreçte gözden kaçan ayrıntılardan biridir. Çünkü dönem içerisinde Rusların, Osmanlı İmparatorluğu üzerinde nüfuz sağlama çabası düşünüldüğünde, Uzakdoğu bölgesinde bu anlaşma ile özellikle İngiltere karşısında dostane olmayan bir adım attığı görülmektedir. Bu bağlamda dönemsel olarak Avrasya bölgesinde Rus-İngiliz rekabetinin yeri önemlidir. Bu iki imparatorluk XIX. yüzyıl boyunca hep rekabet halinde olmuş ve bulundukları bölgelerde büyük güç konumlarını hissettirmişlerdir. Bu açıdan Rus ve İngiliz imparatorluklarının bölgedeki denge ve güç bağlamında belirleyici olma çabaları söz konusudur. Nitekim çalışmada XIX. yüzyılda Rus ve Çin imparatorluklarının ilişkisi incelenecektir. Eş zamanlı olarak, iki ülkenin ilişkilerinin bölgesel gelişmeler ve İngiliz-Rus güç mücadelesinin bir yansıması olarak görülüp görülmeyeceği de sorgulanmıştır.

Abstract

The Russians have increased their imperial spread from the very first moment they appeared on the stage of history. The relations of the Russian Empire and Chinese Empires in the 19th century cannot be read independently from international developments. In contrast to the imperial expansion, policies of the Russians in this period, we see a picture in which the Chinese Empire started to question itself and its power and influence decreased, especially against the Western powers. Therefore, within the scope of the study, a comparison of the nature of Sino-Russian relations and their mutual power capacities in the 19th century will be made. In this context, one of the important points of investigation for us is the Kuldja (Кульджа) Agreement dated 1851. It can be said that with this agreement, which is thought to have been ignored historically, the Russian Empire took a step towards find in get self a place in the Asia-Pacific region. The historical importance and impact of this agreement, which regulates the trade relations between the two countries, is perhaps one of the details that have been overlooked in the process. Because, considering the efforts of the Russians to gain influence over the Ottoman Empire during the period, it is seen that the Far East region took an unfriendly step with this agreement, especially against England. In this context, the role of Russian-British competition in the Ottoman Empire and Eurasia region is important in this process. Because these two empires have always been competing and making themselves felt in their regions during the 19th century, the Russian and British empires are trying to be decisive in the context of the system and the balance and power in the region. Indeed, although the relationship of the Russian and Chinese empires in the 19th century, which is the purpose of the study, is a reflection of this struggle of power, the reading of Russian influence will come to the fore in the region. So, it will be questioned whether the relations of the two countries can be seen as a reflection of regional developments and the Anglo-Russian power struggle.
