Özet
Bu çalışmada, Sakarya Üniversitesindeki öğrenciler ile bu üniversitede görev yapan öğretim elemanlarının yapılan değişiklik hakkındaki görüşleri ile mevcut harçları nasıl algıladıkları ve çeşitli finansman yöntemlerini kabul düzeyi anket çalışması yapılarak ölçülmeye çalışılmıştır. Toplam 784 paydaş ile gerçekleştirilen anket çalışması katılımcıların yeni sistemin genel olarak öğrenciyi daha çok çalışmaya teşvik edeceğini düşündüğünü ortaya çıkarmaktadır. Öte yandan öğrenciler grubunda sistemin eskisinden daha adil olmadığını düşünenlerin oranı %50’nin üzerindedir. Uygulama sonuçları görüldükçe bu oranın nasıl değişeceği önem arz etmektedir. Öğretim elemanları grubunda yeni sistemin eskisine göre daha adil olmadığını düşünenlerin oranı ise %30’lar seviyesindedir. Öğrenci grubu içinde, şu andaki harçların çok yüksek olduğunu düşünenlerin sayısı anlaşılır bir şekilde yüksektir. Bu görüş, öğretim elemanları tarafından da belli ölçülerde benimsenmektedir. Tahmin edilenin aksine harçların gelire göre farklılaştırılmasına karşı çok ciddi bir direnç olmadığı, öğrenci grubunda bu önerinin kabul edilebilirliğinin %45’in üzerinde olduğu görülmektedir. Benzer bir bulgu da eşit harçların gelir dağılımını bozduğu yönündeki algılamayla ilgilidir.
Abstract
In this study, a survey is conducted for students and lecturers of Sakarya University about the changes made, their perception of present university fees and their acceptance level of different financing methods. With this survey of 784 participants, the findings show that participants think that the new system will generally motivate the students to study more. More than %50 of the students think that the new system is not fairer than the old one, while nearly %30 of the lecturers agree with them. Of course the change in this ratio will be noteworthy with the application of the new system. There is considerably high number of students that thinks the university fees are presently very high. This opinion is also approved by some of the lecturers too. There is no serious resistance against the differentiation of fees according to income levels. In fact, the acceptance for this statement is more than %45 within students. Similar result is the perception of equal fees damaging the income distribution.
