Özet

Maastricht Antlaşması gereği üye ülkelerin borç stoku ve bütçe açığı verilerini düzenli olarak Eurostat’a bildirmeleri gerekmektedir. Söz konusu verilerin standartlılığı yine Antlaşma içerisinde konu edilen Aşırı Açık Prosedürüyle sağlanmaktadır.Prosedür ile uyumlu borç verilerinin üretilmesi karşılaştırılabilirlik, doğru yorumlama ve politika üretimi açısından önemlidir. Bu çalışmada AB’ye aday ülke olarak Prosedür ile uyumlu şekilde derlenen ve Eurostat’a gönderilen devlet borcunun hesabı detaylandırılarak anlatılmış, Genel Yönetim Muhasebe Yönetmeliği’ne göre hesaplanan stok miktarıyla kıyaslaması yapılmış ve son olarak da yenilenen Avrupa hesaplar sistemi sonrasında Avrupa Birliği Konseyine teklif edilmesi öngörülen yeni stok değerleme yöntemi kullanılarak elde edilen tutarın değerlendirmesi yapılmıştır.

Abstract

Abstract The member states are required to submit their debt stock and budget deficit data regularly to Eurostat in accordance with the Maastricht Treaty. The standardization of these statistics is enhanced by the Excessive Deficit Procedure set in the Treaty. Production of the data on debt in line with the Procedure is important for comparability correct interpretation and policy-making purposes. In this study,government debt of Turkey that is compiled in line with the Procedure and submitted to Eurostat is explained in detail and compared with the stock calculated in accordance with the national accounting rules. Then, it is recalculated and evaluated under new valuation method, which has come into question with ESA2010 and is envisaged to be proposed for the Council for EDP purposes.
