Özet
Osmanlı İmparatorluğu’nun bozulan iktisadi yapısı dünya ekonomik sisteminin etkisiyle birlikte İmparatorluğu Batılı devletler karşısında geride bırakmıştır. Bu durum sonucunda İmparatorluğun bazı kentlerinde ve mahallelerinde yeni oluşan koşullar sebebiyle değişimler yaşanmıştır. Tanzimatçı bürokratların kötü gidişatı sonlandırmak adına yaptıkları yenilik hareketleri bu değişimlere yapısal boyutlar kazandırmıştır. Tamda böyle bir dönemde geleneksel mahalle yapısının bozulması yönetsel açıdan da bir takım sorunlar meydana getirmiştir. Bu çalışmada, mahallelerin geleneksel yapısının nasıl değiştiğine değinildikten sonra bu değişim ile birlikte sorunları çözmesi adına kurulan muhtarlık teşkilatının tarihsel alt yapısı incelenmeye çalışılacaktır.
Abstract
In addition to changed world economy, the distorted economic structure of the Ottoman Empire caused its lagging position in comparison to Western states. As a result, novelties emerged in some cities, which were experienced especially on the neighbourhood level. The reforms of Tanzimat bureaucrats to hinder the decay necassitated structural changes. Under such circumstances, the alterations in the traditional neighbourhood structure brought some administrative problems. This article tries to examine the changing patterns of neighbourhood and analyze historical background of the mukhtari organization which was established to overcome the existing problems of that era.
