Avrupa Birliği’nin göç politikaları ile Avrupa Konseyi’nin eğitim politikalarının karşılaştırılması

Özet
Avrupa Birliği ve Avrupa Konseyi birbirinden farklı ulus-üstü örgütlerdir. Bununla beraber, söz konusu uluslararası örgütler kendi kuruluş amaçlarına uygun olarak birbirinin birebir tamamlayıcısıdır ve bu doğrultuda insan hakları, demokrasi ve hukukun üstünlüğü gibi ortak değerleri savunmaktadır. Bu değerler ile örtüşen göç/eğitim politikalarının ulus-üstü düzeyde geliştirilerek Avrupa kıtasına uygulanması gerekmiştir. Avrupa, uluslararası göç ile her zaman karşı karşıya kalan bir kıta olduğu için Avrupa Devletleri hem ulus-üstü düzeye, hem de kendi siyasal-toplumsal değerlerine uyumlu olan kamu politikaları uygulanmıştır. Söz konusu çalışmada, Avrupa Birliği’nin geliştirdiği göç politikaları ile Avrupa Konseyi’nin geliştirdiği eğitim politikalarının birbiri ile doğrudan ilişkili olduğu varsayılacak, “göç” ile “eğitim”, “göç politikaları” ile “eğitim politikaları” sorunsalı açısından değerlendirilecektir. Dolayısıyla, Avrupa Birliği’nin göç politikaları ile Avrupa Konseyi’nin eğitim politikaları karşılaştırılarak, göçmenlerin Avrupa bağlama uyumları (entegrasyonları) konusunda atılmış olan adımlar üzerinde durulacaktır. Sonuç olarak, göç ve eğitim politikalarının birbirini ulus-üstü düzeyde kaçınılmaz olarak etkilediği savunulacaktır ve ulusal düzeyde olan toplumsal-siyasal tartışmalara dikkat çekilecektir.
Abstract
The Union European and the Council of Europe are two different supranational entities, but two entities in complementary because of the respect of same fundamental values, such as the promotion of human rights, democracy and rule of law. These values require the development and the application of migration and education policies adequate to the European continent at the supranational level, while corresponding to the socio-political values of European states for the integration of migrants at the national level. Europe is confronted with international migration and European states develop at national level public policies on migration and education which are parallel to those of the supranational level but also appropriate to their socio-political values. Supposing that the European Union’s migration policies are closely linked to the Council of Europe’s education policies (and vice versa), the aim of present study would be to apply a contrastive approach in the European Union’s migration policies and the Council of Europe’s education policies, in order to deduce from these policies, the approaches resulting from the integration of migrants in Europe that these entities support already in their missions and in their actions. This study will be based on the relationship between the “migration” and the “education” and will be problematized in a politico-contrastive approach; within the framework of same research problematic such as the “migration policy” and the “education policy”. This contrastive approach would make it possible to conclude that they are inevitably conditioned by each other at the supranational level and to question the socio-political debates at the national level.
