Özet
Bilim ve teknoloji üretiminde Teknoloji Geliştirme Bölgeleri’ne önemli işlevler yüklenmektedir. Ulusal kalkınma ve uluslararası rekabet yönleri, bu merkezlerin çalışmalarının hukuksal yapı içinde tanımlanmasını zorunlu hale getirmektedir. Bu çalışma, teknokent-hukuk ilişkisini mevzuat ve kalkınma planları çerçevesinde değerlendirmektedir. Anayasa ve ilgili mali mevzuat başta olmak üzere teknokentle bağlantılı hukuksal zemin ortaya konulmuştur. Kalkınma planlarının Ar-Ge ve teknokent faaliyetleriyle ilişkili yönleri tarihsel bakış açısıyla değerlendirilmiştir. Ulusal ve ulus ötesi boyutlarıyla hukuki yapı tartışılmış, mevcut durum ve eksiklikler ortaya konulmuştur.
Abstract
Technology Development Zones take on important functions in the production of science and technology. National development and international competition aspects make it necessary to express the studies of these centres in legal structure. This study appraises the relationships between technopole and law within the frame of the regulations and the development plans. The constitution and the associated fiscal regulations being in the first place, legal basis related with technopoles have been revealed. The associated directions of the development plans with technopoles activities have also been assessed based on a historical background. Legal basis has been discussed on national and international bound; the current situation and shortcomings presented.
