Abstract
It is known that there were some problems that originated from the Umayyad caliphs. Political dissidence first began with the caliphate electoral process of Muaviye bin Yezîd’s (680-683) appointment as the crown caliph, his office period as the caliph and the siege of Karbala, Harre and Mecca are all referred to as having triggered religious-political divisions. The caliphates’ bias in the rivalry between the Yemeni and the Mudar caused a deficiency in the administration. The attitude and treatment taken against the Mevlâya (Mawali) forced the majority of muslims to become potential opposition. Umar b. Abdülaziz (717-720) gained the love and sympathy of the Muslims with his religiosity and was admitted as a unifying figure in the society. He is likened to the Rasheed caliphs with regards to his humble life, piety, sense of justice and strictness against abuse of public interest in his short period of office. The fact that he served the public day and night and settled the problems through negotiations without fighting facilitated the solution of the chronic social problems.
