Özet

Devlet, binlerce yıldır düşünürlerin inceleme alanı olmuş ve farklı aşamalarda farklı devlet tanımları ortaya çıkmıştır. Kavramlar her devirde farklı bir gerçekliği temsil etmiştir. Aynı şekilde günümüz devlet anlayışı da farklı aşamalardan geçerek bugünkü halini almıştır. Devletin kökeni hakkında başka bir deyişle devletin nereden ve nasıl ortaya çıktığı konusunda çeşitli teoriler ileri sürülmüştür. Ancak bu çalışmada yalnızca sosyal sözleşme teorileri bağlamında Thomas Hobbes ve John Locke’un devletin kökeni hakkındaki görüşleri incelenecektir. Çalışmada öncelikle “devlet” ve “modern devlet” kavramları kısaca ele alınacaktır. Daha sonra Hobbes ve Locke’un hayatları ve devletin kökeni üzerindeki düşüncelerinden bahsedilecektir.

Abstract

The state has been the field of study of thinkers for thousands of years and different state definitions have emerged at different stages. The concepts represented a different reality in each period. In the same way, today’s understanding of the state has taken its current form through different stages. Various theories have been put forward about the origin of the state, However, in this study, the views of Thomas Hobbes and John Locke on the origin of the state will be examined in the context of social contract theories. In this study, firstly, the concepts of state and modern state will be briefly discussed. Then, Hobbes and Locke’s thoughts on their lives and the origin of the state will be examined.
