Özet

Makalede Rus imparatorluğunun Derbenti işqal etdikden sonra bu bölgede yapdığı yeniden yapılandırma ve inşa sürecinden bahs edilmektedir. Azerbaycan'ın eski bir şehri olan Derbent, 21 Haziran 1806'da Çarlık tarafından işgal edildi ve bölge yönetimi yeni imparatorluk politikasına adapte olmaya başladı. Bunun için Rus imparatorluğu bölgede bir dizi önlemler uygulamaya başladı. Böyle bir önlemlerden biri de Derbent'in yeniden yapılandırılmasıydı. Derbent'in yeniden yapılandırılması ve sosyo-politik hayatı hakkında çok ilginç bilgiler Kafkasya Arkeoloji Komisyonu'nun verilerine yansımıştır. Derbent şehrinin yeniden yapılandırılması, zamanla toplumsal refahın yükselmesine sebep olacak, onun için de nüfusun kendi emlaklarını kurban vererek şehrin imarı çalışmalarına katılımı meşru sayılıyordu. Şehrin ana meydanının yapılması için meydanın kenarındaki bazı evlerin yıkılması gerekiyordu. Ana meydanda şehir mahkemesi, hazine ve sığınak ve şehrin altındaki meydanda dükkanlar olmalıydı. Derbent'in yeniden inşası sırasında şehri birbirinden ayıran duvarın kaldırılmasının ardından Çarlık boş bölgelere ermeniler ve yahudileri yerleştirdi. Yapılan çalışma kentsel nüfus artışına katkıda bulundu. Ancak bu artış, kentin etnik yapısını değiştirmeye ve yerel müslümanların sayısını azaltmaya yönelik ciddi bir girişime hesaplanmışdı.

Abstract

This article about reconstruction and renovation reforms implementation by Russian empire in Derbent after its occupation. Derbent, an ancient city of Azerbaijan, was occupied by Tsarism on June 21, 1806, and the region's administration began to be adapted to the new policy of the empire. Therefore, the Russian Empire began to implement a series of measures in the region. One of those measures was the reconstruction of Derbent city. Very interesting information about Derbent's reconstruction and socio-political life is reflected in the Acts of the Caucasus Archaeological Commission. The Russians beleived that rebuilding of the city would eventually lead to rise of publicwelfare, so it was legitimate to involve the population in the city's renovation work even by sacrificing their property. It was intended to demolish some houses on the edge of the square in order to arrange the main square of the city. In the main square there should be a city court, a treasure and a security, and shops should be in the square at the bottom of the city. Following the removal of the wall that separated the city, during the reconstruction of Derbent, Tsariat Russia settled the Armenians and the Jews in the empty parts of the city. The work done has contributed to the urban population growth. However, this increase was calculated with a serious attempt to change the ethnic composition of the city and to reduce the number of local Muslims.
