Özet
Osmanlı Devleti’nin en önemli müesseselerinden biri vakıf müessesesidir. Devletin siyasî ve mâlî gelişimiyle birlikte vakıfların sayısı hızla artmıştır. Fakat XVII. yüzyıla gelindiğinde bu artış, -eşkıyalık hareketlerinin de etkisiyle- vakıf sisteminde suiistimallere ve bozulmalara yol açmıştır. Bu makalede ilgili hükümler çerçevesinde genel olarak vakıflara yönelik yolsuzluklar ve müdahaleler incelenmiştir.
Abstract
One of the most important institutions of the Ottoman State is the waqf. The number of waqfs increased rapidly with the political and financial development of the state. But in the XVII century, this increase led to abuses and corrosions in the waqfs -with the effect of banditry activities- In this article, generally it has been investigated that the corruptions and interventions directed to waqfs as part of the related provisions.
