Türkiye’de Seçimlerin Cinsiyeti: Cumhuriyetin İlk Yıllarından Günümüze Milletvekili Genel Seçimleri ve Kadın Temsili (1935-2018)

Özet
Çalışmada, “Türkiye’de siyasette kadın temsil oranının hala yeterli seviyede olmadığı” sorunsalının, Cumhuriyet’in ilk yıllarından günümüze kadar olan süreçte milletvekili genel seçim sonuçları üzerinden sınanmasına odaklanılmaktadır. Söz konusu seçimlerde kadın temsili oranlarının “seçilme” düzeyi özelinde değişiminin ortaya çıkarılması amaçlanmaktadır. Betimsel analiz yönteminin kullanıldığı çalışmada milletvekili genel seçim sonuçları, Türkiye İstatistik Kurumu’nun (TÜİK) ilan ettiği verilerden yararlanılmak suretiyle sunulmaktadır. Seçime katılan partiler ve bağımsız adayların aldıkları oy oranları ve çıkardıkları milletvekili sayıları kadın, erkek bağlamında ayrı ayrı verilmiştir. Çalışmanın sonucunda 1935 yılındaki seçimde %4,5 olan kadın temsil oranının diğer seçim dönemlerinde giderek azaldığı, çok partili hayata geçiş döneminin ilk seçimi olan 1946’da %1,9’a gerilediği; 1950, 1954, 1961, 1977 yıllarında %0,6’lara kadar düştüğü görülmüştür. Bu durum kadının siyasetteki yokluk durumunu gözler önüne sermesi bakımından önemlidir. 1990’lı yıllarda başlayan artışın kesilmeden günümüze kadar devam etmiştir. Son dört seçimde ise Türk siyasetinde kadın temsil oranın ilk kez %10’un üzerine çıktığı görülmüş, fakat kadına yüklenen “sembolik değer”in güncelliğini koruduğu ve “yetersiz temsil’’in devam ettiği milletvekili genel seçim sonuçlarından edilen verilerle doğrulanmıştır. Toplumsal cinsiyete duyarlı bir siyasi kültürle söz konusu sorunsalın üstesinden gelineceği önerilmiştir.
Abstract
The study focuses on testing the hypothesis that “the rate of female representation in politics in Turkey is still not sufficient” over the results of the parliamentary general election in the process from the first years of the Republic to the present day. It is aimed to reveal the change in the proportion of women's representation in the elections in question in terms of the level of “election”. In this study using the descriptive analysis method, the results of the general election of Deputies are presented by using the data announced by the Turkish Statistical Institute. The number of votes received by the parties and independent candidates participating in the election and the number of Deputies they received were given separately in the context of men and women. As a result of the study, the proportion of female representation, which was 4.5% in the elections in 1935, gradually decreased in other electoral periods, at the first election of the transition to multi-party life at 1946 falled to 1.9%; it falled to 0.6% in 1950, 1954, 1961, 1977. The increase, which began in the 1990s, has continued to the present day without interruption. In the last four elections, it was seen that the proportion of women's representation in Turkish politics rose above 10% for the first time, but it was confirmed by data from the parliamentary general election results that the “symbolic value” loaded on women remained up to date and “underrepresentation” continued. It has been proposed that this problem will be overcome with a gender-sensitive political culture.
