Tavuk Oyunu Bağlamında Doğu Akdeniz’de (Kıbrıs) Meydana Gelen Gelişmelerin Analizi

CURRENT DEVELOPMENTS IN EASTERN MEDITERRANEAN (CYPRUS) IN THE CONTEXT OF CHICKEN GAME THEORY

Özet

Uluslararası ilişkilerde Tavuk Oyunu Teorisi farklı sonuçlar ortaya çıkarabilme potansiyeline sahip durumlar için kullanılabilmektedir. Oyun teorisi bir durum içerisinde mevcut olan aktörlerin birbirini etkileyen kararlarının analiz edilmesi için tercih edilmektedir. Tavuk Oyunu Teorisi de karşılıklı bir tehdit algılaması durumunu anlamak ve aktörlerin kararları hakkında görüşlere sahip olmak için kullanılmaktadır. Tavuk Oyunu Teorisi bir Hollywood filmi olan “Asi Gençlik” filmindeki bir sahneye dayanmaktadır. Filmde uçuruma doğru araba süren sürücülerden hangisi ilk frene basarsa tavuk; basmayan sürücü ise kahraman olmaktadır. Bu kurgu içerisinde 4 durum söz konusudur. Taraflar arasında ya iş birliği olacak ikisi de frene basacak ya iş birliği olmayacak ikisi de uçurumdan düşerek ölecek ya da sürücülerden biri frene basarken diğeri basmayacak ölmeyi göze alarak diğer sürücünün tavuk olmasını sağlayıp kazanan olacaktır. Bu doğrultuda Doğu Akdeniz’de meydana gelen deniz yetki alanlarına ilişkin sorunlar ışığında tarafların ileri sürdükleri tezlerden geri adım atmamaları; bu gelişmelerin Tavuk Oyunu Teorisi bağlamında incelenebileceğini göstermektedir. Dolayısıyla bu çalışmanın amacını uluslararası ilişkilerde Tavuk Oyunu Teorisi bağlamında Doğu Akdeniz’de Türkiye’nin taraf olduğu siyasi ve askeri gelişmelerin ele alınması oluşturmaktadır. Çalışmanın sonucunda Tavuk Oyunu Teorisinin günümüzde Doğu Akdeniz’de meydana gelen gelişmelerin değerlendirilmesi açısından uygun bir teori olabileceği sonucuna ulaşılmıştır.

Abstract

Chicken game theory is used for situations that may have potentially produced different results. Game theory is preferred for analyzing the decisions that affect each other in the existing actors in a case. Chicken game theory is also used to understand the situation of mutual threat perception and to have opinions about actors' decisions. Chicken game theory is based on the Hollywood film named "Rebel Without a Cause". Whichever of the drivers driving towards the cliff makes the first break becomes the chicken, and the non-stepped driver becomes the hero. There are four situations in this fiction. First, the parties will cooperate and both will make brake, secondly, there will be no cooperation both will die from the cliff, the third and fourth one will be the winner by ensuring that the other driver becomes chicken. In this regard, the parties did not step back from the theses put forward in the light of the problems related to the maritime jurisdictions that took place in the Eastern Mediterranean; these developments can be examined in the context of chicken game theory. Therefore, the purpose of the work is created in this chicken game theory in the context of international relations at the Eastern Mediterranean, addressing the political and military developments in which Turkey is a party. As a result of the study, it was concluded that chicken game theory might be a suitable theory in terms of evaluating the developments taking place in the Eastern Mediterranean nowadays.
