Özet

“Kuvvet ve Mücadele Teorisine Göre Mezopotamya’da Devletin Ortaya çıkışı” isimli bu çalışmada ilk olarak bu teorinin ne olduğu açıklanmaktadır. İnsanlık tarihinde düşünceleri ile yer edinmiş öncü isimlerin söylemlerinden faydalanılarak teorik olarak “kuvvet ve mücadele” kavramları izah edilmektedir. Özellikle Franz Oppenheimer’ın bu düşüncenin en önemli savunucusu olduğu ve kısaca tarihin başlangıcından beri güçlü olanın kurallarının geçerli olduğunu savunan bu düşüncenin etkisi bütün dünya üzerinde hâkimdir. Doğada sürü hâlinde yaşayan hayvanların ya da bir ormanda güçlü olan ağacın ayakta kalmasının temelinde yatan sebeplerin aynı şekilde insan hayatında da etkili olduğunu ve devlet kavramının da bu temeller üzerine ortaya çıktığını savunan “kuvvet ve mücadele teorisi”nin etkisi, Mezopotamya’da da kendisini göstermiştir. Çobanların ve çiftçilerin yaşadığı bilinen ve dünyanın en eski yerleşim alanlarından birisi olan Mezopotamya’da da ilk devletin ortaya çıkışı bu teorinin ifade ettiği düşüncelerle örtüşmektedir. Kaynaklara bakıldığında çobanların çiftçilere karşı kuvvet ve mücadele ile üstünlük kurması ile başlayan devlet düşüncesinin ortaya çıkışı, çobanların çiftçiler olmadan yaşayamayacaklarını anlamalarıyla temel formunu kazanmıştır. İlerleyen süreç ile çobanların kurdukları bu sistemi korumak ve kendi kontrolü altındaki insanları bir arada tutabilmek için zamanla diğer topluluklara da baskı kurması ile devlet tamamen meydana gelmiştir. Kısaca kendi refahı ve menfaati için güç kullanarak zafer elde eden çobanların çiftçilere karşı uyguladıkları kuvvet ve mücadele Mezopotamya’da devlet fikrini ortaya çıkartmıştır. Bu çalışmada da bilimsel temellerle kuvvet ve mücadelenin Mezopotamya’daki etkisi araştırılmış ve araştırma sonucunda bölgede güçlü olanın hakim olduğu ilkel devletlerin ortaya çıkışı anlatılmıştır.

Abstract

In this study titled "The Emergence of The State in Mesopotamia According to The Force and Struggle Theory”, firstly, the theory is explained. The concepts of "Power and Struggle" are explained theoretically by referring to the discourses of leading figures who have taken place with their thoughts in human history. In particular, Franz Oppenheimer is the greatest advocate of this thought, and the influence of this thought, which in short argues that the rules of the powerful prevail since the beginning of history, is dominant over the entire world. The impact of the "theory of power and struggle", which argues that the same reasons underlying the survival of animals living in flocks in nature, or a tree that is strong in a forest, are also influential in human life and that the concept of the State also emerges on these bases, also demonstrates itself in Mesopotamia. The emergence of the first state in Mesopotamia overlaps with the thought expressed by these theory. Given the sources, the emergence of the idea of the state, which started with the shepherds' superiority against the farmers by use of power and struggle, gained its basic form when the shepherds understood that they were not able to live without farmers. In the course of the process, the state has come to a full completion with the shepherds' exercising power over other communities over time to keep people under their control together. In short, the power and the struggle exercised by the shepherds who gained a victory over the farmers by using power and struggle for their own welfare and benefit, brought forth the idea of the state in Mesopotamia. In this study, the impact of power and struggle on Mesopotamia was investigated on a scientific basis, and the emergence of primitive states in which the strongest prevailed in the region was explained as the result of the study.
