Abstract
European Union looking for solutions to the problems that come with globalization with a competitive and knowledge-based economy society, It has prepared the Lisbon Strategy in 2000, aiming to increase the living standards and quality in the underdeveloped regions while increasing the competitiveness of Member States to compete with the global economy. The New Member States that got involved in the process in 2004 and the economic crisis prevented the Lisbon process from reaching its social goals. Although the framework of social policy and regional development is clear, the factors causing these goals to be not fully realized and becoming more and more major problems have been examined and the map to be followed in Europe 2020 and later has been unearthed.
