Özet
Türkiye’de özellikle son yıllarda kamusal alanda yapılan mali düzenlemelerle ilgili çalışmalar Kamu Mali Yönetimi ve Kontrolü Yasası’nın yayımlanmasıyla sonuçlandırılmıştır. Bu yasanın devlet muhasebesi alanında getirdiği düzenlemeler sonucunda devlet muhasebe sisteminde, nakit esaslı muhasebe uygulamasından tahakkuk esaslı muhasebe uygulamasına geçilmiş ve genel idare birimlerini de kapsayan bu düzenleme ile kamusal alanda muhasebe birliği sağlanmaya çalışılmıştır. Bu çalışmada bu gelişmelerle birlikte özel olarak 10.03.2006 tarihinde T.C. Resmi Gazete’de yayınlanan Mahalli İdareler Bütçe ve Muhasebe Yönetmeliği’nin düzenlediği belediyelerde yeni muhasebe düzeni incelenmiştir. Bu düzenleme ile belediyelerde eski muhasebe düzeni hesap çerçevesi, hesap planı, belge düzeni ve raporlama açısından karşılaştırılmış ve sonuç bölümünde genel değerlendirmeler üzerinde durulmuştur
Abstract
In Turkey, in recent years, studies especially related to the financial regulations in the public area reach a legal statue with the legislation of the Law of Public Financial Management and Control. This law brought some regulations to the public financial area and with respect to these regulations, public accounting system moved from cash accounting applications to accrual accounting applications and since these regulations includes regulations about the general administration units, it is tried to be reached a consensus on the standard accounting rules in the public area. In this article, in addition to these regulations and developments in the legal structure, especially new accounting system in municipalities that is included in Local Administration Budget and Accounting By-laws, which appear in the Turkish Official Journal on 10.03.2006, has been investigated. Moreover, new accounting system in municipalities is compared with the old one with respect to the accounting framework, accounts chart, document order and reporting. In the conclusion part, general evaluations have been discussed.
