Bir Mali Gelir Kaynağı Olarak Varissiz Ölenlerin Terekeleri ve Beytülmal Mukataalar

Özet

Osmanlı Devleti‟nde Beytülmâl-ı Âmme ve Hassa şeklinde isimlendirilen mukataalar, vârissiz ölen kimselerin mallarına el koymak ve elde edilen geliri devlet hazinesine veya merkezden yönlendirilen herhangi bir harcama alanına aktarmak için kurulmuştu. Mukataa görevlileri, vârissiz ölenleri tespit edip terekelerine el koyar, malın sayımını yapar ve satışa çıkarırdı. Mukataalarda bu işleri yapacak görevliler çalıştırılmaktaydı. Mevcut literatürde vârisli ölenlerin terekelerinin mirasçılar arasında taksimine dair detaylı bilgiler bulunmasına karşın vârisi olmadan ölenlerin nasıl tespit edildiği, bunların mukataa yöneticilerine kim tarafından bildirildiği, mallarına el konulması, sayımı ve satışı süreçlerinin nasıl işlediğine dair neredeyse hiçbir ayrıntı yoktur. Bu araştırmada Bursa, İstanbul, Manisa ve Tekirdağ‟a ait kayıtlar kullanılarak söz konusu süreçlerin işleyişine dair bulgular değerlendirilecektir

Abstract

In the Ottoman Empire, mukataas, called Beytülmal-ı Amme or Hassa, were found to confiscate the property of died people who were extinct and to transfer this revenue to the state treasury or to spend this revenue for any expenditure directed from İstanbul. Mukataa officers were responsible to ascertain died people extinct and confiscated their estates (terekes), they also made census of that property and put it up for sale. Officers were employed for doing these kind of works in mukataas. Although there is detailed information about the settling up the terekes of the people who have heir, there is no any detailed information about how people without heir were ascertained, who told mukataa officers about these people and how the process of confiscation, census of property and sale works. In this study the archival records of Bursa, İstanbul, Manisa and Tekirdağ will be used and the functioning of these processes will be evaluated.
