Özet
Bu çalışmada hem yabancı ulusal varlık fonlarının (UVF) hem de Türkiye Varlık Fonunun (TVF) Türkiye ekonomisi için yaratabileceği olası fırsat ve tehditlerin belirlenmesi amaçlanmıştır. Yabancı devletlerin sahipliğindeki büyük varlık fonlarının, Türkiye’ye dış finansman imkânı sağlarken aynı zamanda ekonomik ve ulusal güvenliğe de ciddi tehlikeler arz ettiği tespit edilmiştir. Ayrıca, bu risklere karşı yeterli yasal önemlerin alınmadığı gözlemlenmiştir. Benzer şekilde TVF’nin de Türkiye ekonomisi için çeşitli fırsatlar sunarken, ciddi tehditleri de beraberinde getirdiği gözlemlenmiştir. Bu tehditlerin ortadan kaldırılması için gerekli tedbirlerin neler olduğu çalışma da ifade edilmiş ve zaman geçirilmeden bu tedbirlerin alınması gerektiği sonucuna varılmıştır.
Abstract
This study aims to evaluate the possible effects of foreign sovereign wealth funds (WF) and the Türkiye Wealth Fund (TWF) on the Turkish economy. It is found that sovereign wealth funds owned by foreign states offer foreign financing to Turkey while at the same time there are potential risks to the economic and national security. Similarly, there are some advantages that TWF can provide to the Turkish economy, but it is observed that there are some deficiencies. It is expressed in the paper what measures are necessary to eliminate these shortcomings and concluded that these measures should be taken immediately.
