KENTLEŞME VE SUÇ İLİŞKİSİ: ÇOCUK SUÇLULAR

Özet

Kentleşme sürecinin bilimsel temellere oturmadan uygulanması, beraberindeçarpık kentleşmeyi getirmekte, bunun en önemli sonuçlarından biri de kentlerde suçoranlarında yaşanacak yükselmede görülmektedir. Kent kırsallarına gerekli hizmetle- rin götürülememesi, kontrolsüz veya kontrolün çok az olduğu kırsal bölgelerin ortayaçıkması, kırsal bölgelerin gerek eğitim, gerekse sosyal ihtiyaçlarının karşılanabilme- sinde yaşanan yetersizlikler, zaten ekonomik anlamda ciddi sıkıntı çeken kırsal bölgeinsanlarını suça yöneltebilmektedir. Çarpık kentleşmenin en büyük sıkıntısını, bölgededoğan ve büyüyen çocuklar ile gençler çekmektedir.Geleceğin en büyük güvencesi olan çocuklar ve gençler açısından kentlerin, su- çun oluşmasına etki eden faktörlerinin araştırılması, konunun önemini bir kez dahaortaya koymaktadır. Bu araştırmada temel amaç, kentleşme ve suç arasındaki ilişkiyiortaya koymak, özellikle çocuk suçlu/hükümlülerin kentleşmeden kaynaklı suça yönel- me ilişkisini belirlemeye çalışmaktır. Gelecek hayali olmayan, suçu alışkanlık halinegetirmiş olan çocuk suçlu/hükümlülerin varlığı, bu konuda ciddi adımların atılması ge- rekliliğini göstermektedir

Abstract

Implementation of the urbanization process without scientific basis brings irregularurbanization, and one of the most important results of this is the increase in the crimerates in the cities. Absence of facilities at the rural areas, rural areas under little or nocontrol, deficiencies in the education and inadequacy in meeting the social require- ments in the rural areas make the people, who live in rural areas tend to crime. Thechildren and the young born and grow in these region suffer most from the problemsbrought by irregular urbanization. Searching the impact factors of the urban areas in the occurrence of crimes amongthe children and young, who are the most significant security of the future puts forwardthe importance of the subject once again. The main objective of this research is to iden- tify the relation between urbanization and crimes, and determine the role of urbaniza- tion in orienting the child criminals / culprits for committing a crime. The existence ofchild criminals / culprits who lack a dream for the future , and for whom crimes havebeen a habit is an indicator for the necessity of taking important steps in this issue
