Özet

Ani ortaya çıkan yeni coronavirus hastalığı (Covid-19), tüm dünyada hızla yayılarak kısa sürede tüm ülkelere ve bölgelere ulaştı. Hastalığın, duyarlı gruplara olan sosyo ekonomik etkileri ve epidemiyolojik projeksiyonlar, hastalığın yayılma paterni tartışıldı. Mevcut bazı çalışmalar Covid-19’un Afrikayı tahrip edebileceği olasılığı konusunda alarma yol açmıştır.Bu çalışmada Covid-19 salgınında Afrika Boynuzu Ülkelerinin ne ile karşılaşacakları değerlendirildi. Bu makalede “Afrika Boynuzu” ülkelerinin, az gelişmiş sağlık sistemleri ile covid-19 salgınında karşılaştıkları durumun anlaşılması için bu ülkelerin kıyaslanabilir istatistikleri analiz edilmiştir. İlaveten devam eden pandemi ile ilgili olarak her bir ülkenin sağlık sisteminin salgına, krize hazırlık durumu da incelenmiştir. Seçilen ülkelerin kıyaslanabilir bazı istatistiklerinde, Dünya Bankası, Dünya Sağlık Örgütü ve diğer ilgili kuruluşların web sayfaları kaynak olarak kullanılmıştır. Ülkelerin devam eden coronavirus salgınına bağlı sağlık sistemleri ile ilgili farklı düzeyde güçlükleri ve salgına yanıtları olmuş, bazı ülkeler sağlık sistemine uygulamalarla destek sağlamıştır.

Abstract

The outburst of 2019 novel coronavirus disease (COVID-19) hasspread and rapidly reached every country and territories across theglobe in a short space of time. Several surveys on the socio-economicimpact of the disease on vulnerable communities as well as theepidemiological projections and patterns of the disease spread havebeen generously discussed. Some existing studies have also raisedthe alarm over the possibility of COVID-19 devastation in Africa.This study sought to assess how Horn of African countries are confrontingthe COVID-19 outbreak. We have analyzed comparable statisticsacross the Horn of African Countries to understand how theirless-developed healthcare systems are confronting the COVID-19outbreak. Additionally, we have examined the individual country’sspecific responses to the crisis and their healthcare system’s preparednessfor the ongoing pandemic. Using data from the World Bank,World Health Organization and other regional and internationalorganizations, we have analyzed the capacity of the health systemsin these countries as well as the government response during thepandemic. The paper finds that although these countries have historicallyexperienced different levels of healthcare constraints whichare further worsened by the threat of coronavirus, varying individualcountry responses were implemented to bolster healthcare system.The paper concludes beyond the question of a country’s healthcaresystem; other factors continue to influence the spread of the virus.
