Özet
UNESCO, sürdürülebilir barış ve toplumlar arası diyalog enstrümanı olarak gördüğü kültürel mirasın korunmasına yönelik sözleşmeler hazırlamıştır. Bunlar içinde Somut Olmayan Kültürel Mirasın Korunması Sözleşmesi, birden çok ülkenin sınırları içinde bulunan miras unsurlarının ilgili topluluk ve grupların iş birliği içinde korunmasını önemsiyor ve uluslararası listelere sunulmaları durumunda da çok uluslu dosyaları teşvik ediyor. Bu kapsamda Türkiye, Hıdırellez ve Saint George'un çok uluslu bir dosya olarak UNESCO'ya sunul- masına öncülük etmiş ve çalışma başlatmış, Hıdırellez ve Saint George/Aya Yorgi kutlayan Ortadoğu ve Gü- neydoğu Avrupa ülkelerinin katılımıyla uzman toplantıları düzenlemiştir. Bu toplantılarda Irak, Lübnan, Suriye, Türkiye, Bulgaristan, Yunanistan, Bosna-Hersek, Karadağ, Hırvatistan, Sırbistan, Moldova, Romanya ve Uk- rayna gibi bölge ülkelerindeki pek çok Müslüman ve Hristiyan topluluğun Hıdırellez, Saint George veya Aya Yorgi günlerini birlikte, benzer ritüellerle kutladıkları teyit edilmiştir. Bu bilgi doğrultusunda Türkiye'nin mo- deratörlüğünde Hırvatistan, Kuzey Makedonya, Moldova, Sırbistan ve Romanya ile Bahar Bayramı: Hıdırel- lez/Saint George Kutlaması adlı çok uluslu dosya 2013 yılında UNESCO'ya sunulmuştur. 2014 yılındaki top- lantısında Hükûmetler Arası Komite, “Hıdırellez” ve “Saint George”un tek unsur olduğuna dair bilgilerin ye- tersiz olduğu, bazı ülkelerin envanter kayıtlarının açık bir şekilde gösterilemediği gibi gerekçelerle dosyayı “iade” etmiştir. Bunun üzerine başvuru sahibi ülkeler, Türkiye'nin ev sahipliğinde yeniden bir araya gelerek ve Komite kararını da dikkate alarak dosyanın “Hıdırellez” ve “Saint George” olarak ikiye ayrılmasını oy çoklu- ğuyla benimsemişlerdir. Bu karar sonrasında ise Türkiye'nin Hıdırellez dosyasına moderatörlüğü uygun bulu- nurken, Saint George için Güneydoğu Avrupa ülkelerinden birinin talebi doğrultusunda adaylık sürecinin baş- latılması fikri benimsenmiştir. Çok uluslu dosyada bu gelişmeler yaşanırken Irak, Hıdır İlyas Bayramı ve Di- leklerin İfadesi başlıklı tek uluslu dosyasını 11 Ağustos 2015 tarihinde UNESCO'ya sunmuş, 28 Kasım-2 Aralık 2016 tarihleri arasında yapılan Komite toplantısında da unsurun Temsilî Liste (TL)' ye kaydı yapılmıştır. Bu arada Türkiye, Hıdırellez kutlayan topluluklara sahip olan ülkelerle temas kurarak çok uluslu dosya hazırlamaya davet etmiştir. Davete icabet eden tek ülke olan Kuzey Makedonya ile Türkiye iş birliğinde Hıdırellez, Bahar Bayramı başlıklı dosya, 17 Mart 2016 tarihinde UNESCO'ya sunulmuş ve 4-8 Aralık 2017 tarihleri arasında yapılan Komite toplantısında iki ülkenin çok uluslu unsuru olarak TL'ye kaydedilmiştir. Türkiye'nin ısrarlı takibi, daveti ve iş birliği çağrılarına rağmen, sınırları içinde Hıdırellez kutlayan topluluklara sahip olan ülkele- rin bu unsuru yerel ve ulusal envanterlerine almamaları ve buna bağlı olarak kendilerine hiçbir yük getirmeyen çok uluslu dosyaya katılmamaları anlamlıdır. Bu tutum, somut olmayan kültürel mirasların topluluk katılımıyla yerel ve ulusal süreçlerde korunmasına destek olmadığı gibi, unsurun çok uluslu dosyalar aracılığıyla uluslara- rası toplumla buluşmasına da engel olmaktadır. Bu da UNESCO'nun önemle üzerinde durduğu barış, diyalog, iş birliği gibi değerlerin korunması ve inşa edilmesinde sözleşmenin kendisinden bekleneni verememesi gibi bir sorunu ortaya çıkarmaktadır. Bunun için Sözleşme yönetiminin ülkelerin ulusal düzeyde yürüttükleri bir çalışma olarak envanter hazırlık süreçlerinde ve miras unsurlarının uluslararası toplumla buluşma vesilesi olarak çok uluslu dosyalar konusunda İkinci Kategori Merkezleri de devreye sokarak daha teşvik edici çözümler üretmesi gerekmektedir.
Abstract
UNESCO has prepared conventions devoted to safeguard cultural heritage which is regarded as the in- strument for sustainable peace and intercommunal dialogue. The Convention for the Safeguarding of the Intan- gible Cultural Heritage, among these conventions, attaches importance to the safeguarding of heritage elements that are located in multiple countries in cooperation with related communities and groups and encourages mul- tinational files in the case that they are submitted to international lists. Turkey, within this framework, has spearheaded an initiative to submit Hıdırellez and Saint George to the UNESCO list as a multinational file and an experts meeting has been organized with the participation of the countries that celebrate Hıdırellez and Saint George/Aya Yorgi from Middle East and South East Europe. It has been affirmed in these meetings that many Muslim and Christian communities in the countries of the region such as Iraq, Lebanon, Syria, Turkey, Bulgaria, Greece, Bosnia-Herzegovina, Montenegro, Croatia, Serbia, Moldova, Romania and Ukraine celebrate the days of Hıdırellez, Saint George or Aya Yorgi together with similar rituals. In accordance with this information, the multinational file “Spring Festival: Hıdırellez/Saint George Celebration” was submitted by Turkey being the moderator along with Croatia, The Republic of North Macedonia, Moldova, Serbia and Romania in 2013. The Intergovernmental Committee has “returned” the file in 2014 for reasons that the information in the file isn't sufficient to indicate that “Hıdırellez” and “Saint George” is a single element and that inventory records of some countries can not be clearly presented. Submitting states, therewith, reunited with Turkey playing the host and decided by majority of votes that the file be divided as “Hıdırellez” and “Saint George”, taking into account the Committee's decision. Following this decision, while the moderator role of Turkey for the file Hıdırellez has been approved, as for Saint George, it has been adopted that the nomination process is started in line with a request from one of the countries in South East Europe. While this is the story of the multinational file, on the other side, Iraq submitted the national file “Khidr Elias Feast and Its Vows” to UNESCO on August 11, 2015 and the element was inscribed to the Representative List in the Committee meeting that was held on November 28-December 2, 2016. Turkey, meanwhile, has contacted the countries that have communities celebrating Hıdırellez and asked to prepare a multinational file. The file “Spring Celebration, Hıdrellez” was submitted to UNESCO with The Republic of North Macedonia, the only country accepting the invitation on March 17, 2016 and it was inscribed to the Representative List as the multinational file of two countries in the Committee meet- ing that was held on December 4-8, 2017. Despite Turkey's persistent follow-up, invitation and calls for col- laboration, it is significant that the countries that have communities celebrating Hıdırellez within their bounda- ries don't include the element in their local or national inventories and accordingly that, they don't participate in the multinational file which does not place a burden at all. This attitude doesn't support the safeguarding of intangible cultural heritage in local and national processes with the involvement of communities and also pre- vents the element from meeting the international community through multinational files. Consequently, this arises the problem that the Convention falls short of the expectations to protect and build values such as peace, dialogue, collaboration that UNESCO puts emphasis on. Therefore, administration of the Convention should generate more encouraging solutions by also activating Category 2 Centres with respect to inventory preparation processes that are conducted at the national level by states and multinational files that are conducive for the meeting of heritage elements with international community.
