Performance evaluation of water users associations a case study of the lower Seyhan Basin

Özet
Bu çalışmada, Aşağı Seyhan Ovasındaki sulama sisteminin işletme, bakım ve onarım sorumluluğunu DSl'den devralan 17 sulama birliğinin performansları değerlendirilmiştir. Sulama birliklerinin performanslarını değerlendirmede, birim üretim alanı başına standart brüt üretim değeri (SBÜD), sulanan hektar başına SBÜD, saptırılan birim su başına SBÜD, ihtiyaç duyulan birim su başına SBÜD, sulama suyu ihtiyacı karşılama oranı, sulama oranı, fınansal yeterlilik oranı, ve ücret toplama oranı olarak sekiz performans kriteri kullanılmıştır. Bir çok ülkede, sulama sistemlerinin sulama birliklerine devredilmesinde iki temel amaç güdülmüştür: bunlardan birincisi, devletin ekonomik kaynaklarından sulama sistemleri yönetimi için bütçe ayırmamak; ikinci amaç ise su kullanıcılarını sulama idaresine dahil ederek etkili ve yüksek su tasarrufulu bir sulama yönetimi geliştirmek olmuştur. Bu çalışmada ele alınan sulama birliklerini değerlendirmedeki amaç, sulama sistemlerini su kullanıcılarına devretmede hedeflenen amaçlara ulaşılıp ulaşılmadığını ortaya koymak olmuştur. Aynı zamanda, birbiri ile benzer üretim koşullarına sahip ancak farklı yönetim altında olan sulama birliklerinin performansları da karşılaştırmıştır. Sonuçlara göre, sulama birlikleri kendi kendilerine finansal olarak yeterli olmada ve devleti Aşağı Seyhan Ovası Sulama Sistemi için bütçe ayırmaktan kurtarmada başarılı olmuşlardır. Böylece, sulama sisteminin sulama birliklerine devredilmesindeki ilk amaç gerçekleştirilmiştir denilebilir. Ancak, hemen hemen tüm sulama birlikleri tarafından aşın su kullanımı yapıldığı tespit edilmiştir. Bu durum birim alanda ihtiyaç duyulan suyun birim alana saptırılan sudan yaklaşık Uç kat daha fazla olması ile de açıklanabilir. Bu sonuç transferlerden önce hedeflenen birinci amaç ile ters düşmektedir. Bu nedenle, su kaynaklarının daha etkili bir şekilde kullanımı için sulama yönetiminde ve su dağıtımında iyileştirmelere gereksinim vardır. Ayrıca, benzer çalışma koşullarına sahip olmalarına rağmen, sulama birliklerinin performanslarının yönetim anlayışına bağlı olarak değiştiği tespit edilmiştir.
Abstract
In this study, performances of 17 irrigation associations which took over the responsibility of the irrigation system from government in Lower Seyhan Basin in Turkey were evaluated. Eight performance criteria of standard gross value of production (SGVP) per unit scheme command area, SGVP per hectare irrigated, SGVP per unit of water diverted, SGVP per unit of water needed, relative water supply, irrigation ratio, financial sufficiency ratio and fee collection rate were used in evaluating the irrigation associations. Two basic targets were aimed at transferring the irrigation systems to irrigation associations in many countries: First was to avoid the government from sparing budget from its economical sources; and the second was to develop an efficient irrigation system with higher water savings by including water users into the water management. The objective of this study which evaluated the irrigation associations was to find out if the aims in transferring the irrigation systems to water users in the region were reached or not. Also, performances of irrigation associations, which had almost the same conditions of production but had different managements, were compared. According to the results, irrigation associations performed well in terms of financing themselves and saving the government from sparing a budget for the Lower Seyhan Basin irrigation system. Therefore, it can be said that the first objective aimed in transferring the irrigation system to irrigation associations was reached. However, it was determined that excessive amount of water was used by almost all of the irrigation associations. This situation can be explained by approximately three times higher SGVP per unit of water needed than the SGVP per unit of water diverted. This finding conflicts with the second objective targeted before the transfers. Thus, further improvements in irrigation management and water distribution are needed to be able to use water sources more efficiently. Moreover, performances of irrigation associations were determined to change based on the management application although they had similar working conditions.
