Özet
Stratejik açıdan önemli yer altı kaynaklarının ülkelerin uluslararası iliskilerdeki pazarlık gücünü arttırdıgı bilinen bir gerçektir. Öte yandan bu zenginliklerin ulusal çıkarlar dogrultusunda en iyi sekilde degerlendirilmesi ancak ve ancak basarılı bir dıs politika ile mümkündür. İkinci Dünya Savası öncesi ve savas yılları dıs Türk Dıs Politikası açısından belki de tarihinin en zorlu dönemlerinden biri olmustur. Cografi konumu basta olmak üzere birçok sebepten ötürü, gerek müttefikler gerekse mihver devletleri tarafından savasa dâhil edilmeye çalısılan Türkiye, hiçbir çıkarının olmadıgı bu yıkıma taraf olmamak konusunda kesin kararlı bir durus sergilemistir. Orta ölçekte bir devlet olması dolayısıyla büyük güçlere karsı çokta fazla pazarlık gücü bulunmayan Türkiye, savas süresince denge politikası izlemeye çalısmıs bu ugurda büyük bir diplomatik mücadele vermistir elindeki bütün olanakları seferber etmistir. Türkiye’nin elindeki en büyük degerlerden bir tanesi, savas sanayinde kullanılmaya elverisli yüksek cevher oranı ihtiva eden kromdu. Savasan devletler Türk kromunu elde etmek için büyük bir mücadeleye girismisti. Türkiye ise elinde bulundurdugu bu degeri dıs politika hedefleri dogrultusunda kullanmaya çalısmıstır. Bu çalısmada Topyekûn harbin bir parçası olan İktisadi harbin Türkiye ayagında İngiltere’nin Almanya’yı Türk kromundan mahrum bırakmak girisimleri ele alınacaktır. Aynı zamanda İngiltere’nin bu mücadelede basarısız oldugu iddia edilmekte, arsiv materyalleri ve ikincil kaynakların ısıgında bu basarısızlıgın sebepleri incelenmektedir.
Abstract
It is a known fact that strategically important materials increase the influence of the states on the global power relations. On the other hand states possessing these strategically important materials could only make use of them with an effective foreign policy. The period before and during the World War II was perhaps the most difficult period in the history of the Turkish Republic. Due to various reasons, geography being in the first place, Turkey was tried to be withdrawn into war by both the Axis and the Allies. Having no interest in being part of this catastrophic fight, Turkey showed a resolute stance and abstained from getting involved. As a middle power state it was difficult for Turkey to follow a truly independent foreign policy in her relations with the great powers of the era. However Turkey followed a resolute foreign policy and stayed out of the war with full effort. With its rich chrome resources she became part of an economic warfare during the War. Turkish chrome was a vital and insubstitutable product especially for the German war industry. Therefore Britain endeavored to prevent Germany acquiring the ore. On the other hand the strategic importance of her chrome resources gave a vital advantage on the diplomatic maneuvers she followed in the relations with the belligerents. In this paper it is agued that the British Economic Warfare efforts regarding the prevention of the Turkish chrome sales to Germany resulted in failure and an analysis of this failure is made based on archival data and secondary sources.
