Özet

Türkiye Cumhuriyeti ile İran Devleti arasında 1930’lu yılların başında sınır meselelerine bağlı asayiş sorunlarının çözümü sonrasında yeni bir dönem başlamıştır. Bu süreçte İran Şahı Rıza Pehlevi, Türkiye Cumhuriyeti’ne resmi bir ziyaret gerçekleştirerek Cumhurbaşkanı Mustafa Kemal ATATÜRK tarafından ağırlanmıştır. İlerleyen dönemde ise iki ülke arasındaki iyi ilişkiler devam etmiş ve 1936 yılında eğitim alanında bir işbirliği anlaşması imzalanmıştır. Buna göre, belirli sayıda İranlı öğrencinin tüm masrafları Türkiye Cumhuriyeti tarafından karşılanmak suretiyle İstanbul ve Ankara’daki okullarda eğitim görmeleri kararlaştırılmıştır. Ancak bu anlaşma İkinci Dünya Savaşı yıllarına kadar çeşitli nedenlerle uygulamaya geçememiştir. 1943 yılında İran’dan öğrencilerin Türkiye’ye gelmesine dair resmi adımlar nihayet atılmış ve 1943-1944-1945 yıllarında İran’dan Türkiye’ye yaklaşık yüz yirmi öğrenci gelmiş ve bunların farklı fakülte, yüksekokul ve liselere kayıtları yapılmıştır. Söz konusu öğrencilerden önemli bir kısmı pek çok zorluğa rağmen eğitimlerini tamamlamış ve ülkesine mezun olarak dönmüştür. Ancak bazıları ise çeşitli nedenlerle başarısız olmuş ve mezun olamadan Türkiye’den ayrılmak durumunda kalmışlardır. Dr. Cevad Heyet, Dr. Hamit Nutki gibi bazı öğrenciler ise eğitimini Türkiye’de tamamladıktan sonra, ilerleyen yıllarda Türk-İran ilişkilerinin gelişmesinde ve İran Türklüğünün kültürel ve bilimsel gelişmesine önemli katkı yapmışlardır.

Abstract

A new era has come out after the resolution of public order problems connected to border issues between the Republic of Turkey and Iranian State in the beginning of 1930s. In this period, Rıza Pehlevi, the then Shah of Iran, made an official visit to the Republic of Turkey, and was hosted by Mustafa Kemal ATATÜRK, the then President of the Republic of Turkey. Later on, good relationships between the two countries continued and a cooperation agreement in education was signed in 1936. According to this agreement, some Iranian students would receive education in the schools located in Ankara and Istanbul, and all costs of these students would be covered by the Republic of Turkey. However, due to various reasons, this agreement could not be put into effect until the Second World War. In 1943, some official steps were made towards arrival of Iranian students in Turkey. Approximately 120 students came from Iran to Turkey in 1943, 1944 and 1945 and were registered to several faculties, colleges, and high schools. An important part of these students have completed their education despite many difficulties and returned to their country as graduates. However, some students failed for several reasons and had to leave Turkey before they could graduate. Some students, such as Dr. Cevad Heyed and Dr. Hamit Nutki, completed their education in Turkey, and subsequently made significant contributions to cultural and scientific development of the Iranian Turks, as well as to development of Turkish-Iranian relationships.
