Özet
7. yüzyılda Bizans Devleti politik, askeri ve ekonomik bir kriz dönemine girmiştir. Kriz erken Bizans Devleti'nin ekonomik ve sosyal yapısını bozmuş, buna bağlı olarak geç antik dönemin bölgesel prae fectura idari sistemi ve paralı askerliğe dayanan ordu sistemi işlevsizleşmiştir. 7. yüzyıl yarısında impa ratorluk yeniden organize edilmiş, bölgesel idare thema sistemi altında askerileşmiş, erken dönemin sivil ve askeri yönetim ayrılığı bu dönemde thema komutanı strategosun komutasında birleştirilmiştir. Thema sistemi içinde askerler bulundukları bölgede toprağa yerleştirilmiş, askerin teçhizat ihtiyacı ve ödemelerin önemli bir kısmı askerin sorumluluğuna verilmiştir. Bu dönemde Bizans ordusunun ana gövdesini yarı köylü askerler oluşturmuş, ordu yerel bir kimlik kazanmıştır. Orta Bizans Dönemi boyunca Bizans bölgesel ve askeri idaresini oluşturan thema sistemi 11. yüzyıl sonuna kadar devam etmiş görünür. Komnenos hanedanı altında büyük toprak sahipliğinin güçlenmesi ve paralı askerliğin yaygın hale gelmesi sonrasında thema sistemi giderek önemini kaybetmiştir. Thema sistemi, Bizans tarihine ilişkin literatürde çok fazla işlenmiş konulardan biri olmasına rağmen genellikle şematik olarak ele alınmıştır. Çoğu durumda thema idaresi sabit bir model olarak değerlendirilmiş, sistemin esnek yapısı ve Bizans toprak yönetimiyle bağlantısı göz ardı edilerek, askeri bir fonksiyona indir genmiştir. Bu makalede 7. ve 12. yüzyıllar arasında Bizans Devleti'nin bölgesel askeri ve idari sistemi themanın genel özellikleri yanında işleyiş tarzı, yönetim şekli tanıtılacak, Ortaçağ Bizans Devleti'nin bölgesel idaresi tarihsel çerçeve içinde ele alınmaya çalışılacaktır.
Abstract
In the seventh century, the Byzantine state entered a period of political, military, and economic crisis. The crisis disrupted the economic and social structure of the early Byzantine state, so the regional praefectura system of late antiquity and the army system based on mercenaries became dysfunc tional. In the half of the seventh century, the empire was reorganized, the regional administration militarized under the thema system. The separation of civil and military administration of the early period was combined under the command of the thema commander strategos during this period. Within the thema system, soldiers were placed on the ground in the region where they located, and a significant portion of the equipment and payments of the soldiers were given to responsibility of soldiers. During this period, semi-peasant soldiers formed the main body of the Byzantine army, and the army gained a local identity. The thema system that constituted the Byzantine regional and mili tary administration during the middle Byzantine period appears to have continued until the end of the eleventh century. The thema system gradually lost its importance after the strengthening of large land ownership and the widespread use of mercenaries under the Komnenos dynasty. Although the thema system is one the most disccussed topics in the literatüre on Byzantine history, it has generally been dealt with schematically. In most cases, thema administration was considered as a fixed model and was reduced to a military function, ignoring the flexible nature of the system and its connection with Byzantine land administration. In this article, the regional military and administrative system of the Byzantine state between the seventh and twelfth centuries will be introduced along with the general features of the themas, as well as the way of functioning and administration, and the regio nal administration of the medieval Byzantine state will be discussed within the historical framework.
