Özet

Günümüz dünyasında ülkeler arasındaki ticaretin artması ve çeşitlenmesi lojistik faaliyetlerini oldukça önemli bir yere taşımaktadır. Ülkeler rekabet gücü ve ekonomik üstünlük elde etmek için lojistik performanslarını etkileyen unsurları belirleyerek performanslarını arttırmaya çalışmaktadır. Lojistik performans değerlendirmelerine göre bulundukları sıralamalar uluslararası ticarette ülkelere oldukça önemli avantajlar sağlamaktadır. Bu nedenle, Dünya Bankası iki yılda bir 160 ülkenin Lojistik Performans Endeksini (LPI) hesaplayıp ülkelerin sıralamalarını raporlamaktadır. Bu çalışmada, lojistik performansı etkileyen göstergelerin önem derecesine göre yeniden sıralanması için Entropi tabanlı TOPSIS yöntemine dayalı yeni bir sıralama ve değişken seçim yaklaşımı önerilmiştir. Önerilen yöntemde değişkenlerin ağırlıklandırılması Entropi yöntemine dayılı belirlenip TOPSIS yöntemi ile sıralama skorlarının belirlenmesi için algoritma kullanılmıştır. Ağırlıklandırılmış değişkenlere göre sıralama yöntemi sonuçlarına dayanarak ülkelerin sıralamalarındaki değişiklikler belirlenmiş ve nedenleri tespit edilmiştir. Değişken seçimi ile ağırlıklandırma ile yapılan sıralamada 65 ülkenin sıralaması yükselirken 76 ülkenin sıralaması düşmüş ve 19 ülkenin sırasında bir değişiklik gözlenmemiştir. Ağırlıklandırma yöntemine göre ülkelerin lojistik performansı üzerindeki en etkili değişken %23 ile altyapı göstergesi olmuştur.

Abstract

In today's world, the increase in trade between countries carries logistics activities to a very important place. Countries are trying to increase their performance by determining the factors affecting their logistics performance in order to gain competitive power and economic advantage. Ranking according to logistics performance evaluations provides significant advantages to countries in international trade. For this reason, the World Bank calculates the Logistics Performance Index (LPI) of 160 countries every two years and reports the rankings of the countries. In this study, a new ranking and variable selection approach based on the Entropy-based TOPSIS method is proposed to reorder the indicators affecting logistics performance according to their importance. In the proposed method, the weighting of the variables was determined based on the Entropy method, and the algorithm was used to determine the ranking scores with the TOPSIS method. Based on the results of the ranking method according to the weighted variables, the changes in the rankings of the countries were determined and the reasons were determined. In the ranking made by variable selection and weighting, the ranking of 65 countries increased, while the ranking of 76 countries decreased and no change was observed in the order of 19 countries. According to the weighting method, the most influential variable on the logistics performance of the countries was the infrastructure indicator with 23%.
