2006 VE 2018 SOSYAL BİLGİLER ÖĞRETMENLİĞİ LİSANS PROGRAMI ÜZERİNE KARŞILAŞTIRMALI BİR ANALİZ ÇALIŞMASI

Özet
Yüksek Öğretim Kurulu (YÖK), Milli Eğitim Bakanlığı (MEB) tarafından son yılarda gerçekleştirilendeğişime ayak uydurmak ve mevcut programların uygulama sürecinde tespit edilen sorun ve eksikliklerigidermek amacıyla 2017 yılında eğitim bilimleri ve eğitim fakültelerinin bölüm yapılanmalarındadeğişikliğe gitmiştir. Ayrıca 2017 yılında Milli Eğitim Bakanlığı tarafından geliştirilen ÖğretmenlikMesleği Genel Yeterlikleri ve Öğretmen Strateji Belgesi (2017-2023) göz önünde bulundurularak 2018yılında tüm eğitim fakültesi lisans programlarında bazı değişikliklere gitmiştir. Bu çalışmanın temelamacı 2018 yılında güncellenen sosyal bilgiler öğretmenliği lisans programında meydana gelendeğişimleri özellikle bir önceki program olan 2006 yılı programıyla karşılaştırarak analiz etmektir. Nitelaraştırma türlerinden doküman incelemesi yoluyla yapılan çalışma sonrasında 2018 programında derslerinsaat ve AKS oranlarına bir azalmaya gidildiği; meslek bilgisi ve seçmeli derslerin oranının arttırılırken;genel kültür, sosyal bilimler/sosyal bilgiler, tarih ve coğrafya derslerinin oranının ise azaltıldığıgörülmüştür. Yine güncellenen programda bazı derslerini isim değişikliğine uğrarken, bazılarının isesaatlerinde azalma meydana geldiği tespit edilmiştir. Çıkan bu sonuçlara göre 2018 programındaözellikle sosyal bilimler/sosyal bilgiler alanında sosyal bilgilerin disiplinler arası yapısının temeli olanpsikoloji, arkeoloji, sosyoloji, felsefe, ekonomi, antropoloji, temel hukuk, insan ilişkileri iletişim gibiderslerin kaldırılmış olmasının sosyal bilgiler alanının disiplinler arası yapısını bozduğu; yeni eklenenalan eğitimi derslerinin bazılarının içeriğinin birbirine yakın olması nedeniyle bir karmaşa yaratacağısöylenebilir. Yenilenen programda görülen en olumlu değişikliğin seçmeli derslere getirilen modelolduğu böylece üniversiteler arası yaşanan seçmeli ders farklılıklarının azalırken, öğrencilerin seçimyapma şanslarının arttığısavunulabilir.
Abstract
The Higher Education Council (YÖK) has changed the departmental structures of the education sciences and education faculties in 2017 in order to keep up with the recent changes made by the Ministry of National Education (MONE) and to eliminate the problems and deficiencies identified in the implementation process of the existing programs. Furthermore, considering the General Qualifications and Teacher Strategy Paper (2017-2023) of the Teaching Profession developed by the Ministry of National Education in 2017, all the faculties of education in the Faculty of Education made some changes in 2018. The main purpose of this study is to analyze the changes in undergraduate social studies teaching program which was updated in 2018 by comparing it with the 2006 program. After the study carried out through document analysis of qualitative research types, it was found out that the lessons and AKS ratios of the courses were decreased in 2018 program; increasing the proportion of vocational knowledge and elective courses; it is seen that the ratio of general culture, social sciences / social studies, history and geography courses has been reduced. In the updated program, some of the courses have changed name while some of them have decreased in hours. According to these results, in the 2018 program, the abolition of courses such as psychology, archeology, sociology, philosophy, economics, anthropology, basic law, and human relations, which are the basis of the interdisciplinary structure of social studies in social sciences / social sciences, disrupted the interdisciplinary structure of the field of social studies; it can be said that the content of some of the newly added field education courses will create a confusion as the content of some of the newly added field courses. It can be argued that the most positive change seen in the renewed program is the model brought to the elective courses, thus decreasing the elective course differences among universities and increasing the chances of students to choose.
