TÜRKİYE’DE CARİ AÇIĞIN FİNANSMAN YAPISI VE SÜRDÜRÜLEBİLİRLİĞİ: EKONOMETRİK BİR ANALİZ*Dilek MÜTEVELLİ

Özet
Cari işlemler açığı, hem gelişmiş hem de gelişmekte olan ülkelerde makroekonomik dengenin sağlanmasındaönemli bir araçtır. Özellikle son dönemlerde cari açığın kriz göstergesi olarak da ifade bulması konuyu daha daönemli hale getirmiştir. Cari işlem açıklarının varlığı en genel tabirle bir ülkenin gelirinden fazla harcamayapmasından, tasarrufundan fazla yatırım yapmasından, mal ve hizmet ihracatı ile ithalatı arasındaki farktan ya danet dış varlıklarındaki azalmalardan kaynaklanan bir durumdur. Ekonomiler açısından cari işlem açıklarınınvarlığından ziyade, nedenleri ve nasıl finansman edildiği ya da sürdürülebilirliği tartışma konusudur. Bu konuyaaçıklık getirmek amacıyla hazırlanan bu çalışmada Türkiye’de cari işlem açıklarının sürdürülebilirliği 1992:1-2017:10 dönemine ait aylık verilerle Husted (1992) tarafından geliştirilen dönemler arası bütçe kısıtı (denge)modeli kullanılarak analiz edilmektedir. İhracat ve ithalat değişkenleri kullanılarak cari işlem açığınınsürdürülebilir olup olmadığı ADF birim kök testi, Johansen eşbütünleşme testi, Engle-Granger eşbütünleşme vehata düzeltme modelleri ile test edilmiştir. Johansen Eşbütünleşme testi sonucunda seriler arasında eş-bütünleşmeilişkisinin var olduğu ve uzun dönem eş-bütünleşme katsayısının 0.77 çıktığı, dolayısıyla ithalat giderlerinin %77’sini ihracat gelirleri ile karşıladığı görülmektedir. Bu durumda katsayı birden küçük olduğu için, Husted (1992) veQuintos (1995)’modeline göre, Türkiye'de ilgili dönemde cari açığın, zayıf formda sürdürülebilir olduğu tespitedilmiştir.
Abstract
The current account deficit is an important tool for ensuring macroeconomic equilibrium in both developed and developing countries. Especially in the recent periods, the current deficit has also been expressed as a crisis indicator, making the situation even more important. The existence of current account deficits is the result of the excess expenditure of an individual country, the excess investment in saving, the difference between goods and services exports and imports, or the decrease in net foreign assets. In terms of economics, the reasons for the current account deficits and how they are financed or sustainability is a matter of debate. This issue prepared to clarify in this study the sustainability of the current account deficit in Turkey 1992:1-2017:10 with monthly data are analyzed by using the intertemporal budget constraint (balance) model developed by Husted (1992). Whether the current account deficit is sustainable by using export and import variables has been tested with ADF unit root test, Johansen co-integration method, Engle-Granger co-integration and error correction models. As a result of this analysis (as a result of the Johansen cointegration test), there is a co-integration relation between the series and the co-integration coefficient of long term is 0.77. Export revenues accounted for 77% of imports. In this case, the coefficient is smaller than one, according the Husted (1992) and Quintos (1995) model, in Turkey, the relevant period, the current account, It has been found to be sustainable in weak form.
